Bhopal: The Madhya Pradesh government has ordered a bureaucratic reshuffle involving four Indian Administrative Service (IAS) officers, bringing changes to the leadership of the municipal corporations in Bhopal and Jabalpur. The transfer orders, issued on Sunday night, October 18, 2026, include the appointment of new municipal commissioners in both cities and the shifting of two officers to departments at the state secretariat.
Under the orders, Ramprakash Ahirwar has been appointed Commissioner of the Bhopal Municipal Corporation, replacing Sanskriti Jain, who has been transferred to the Finance Department. Meanwhile, Agrim Kumar will take charge as Commissioner of the Jabalpur Municipal Corporation, replacing Ahirwar.
Anju Arun Kumar has also been assigned a new responsibility as Deputy Secretary in the Panchayat and Rural Development Department.
The reshuffle comes amid administrative challenges in Bhopal, particularly concerning commercial activities in residential areas and reported differences between municipal officials and elected representatives.
Sanskriti Jain Transferred from Bhopal Municipal Corporation
IAS officer Sanskriti Jain, who was serving as Commissioner of the Bhopal Municipal Corporation, has been transferred and appointed Deputy Secretary in the Finance Department of the Madhya Pradesh government.
Apart from her municipal responsibilities, Jain was also holding the additional charge of Additional Managing Director of Madhya Pradesh Metro Rail Company Limited, Bhopal.
With her transfer, the responsibility of heading the Bhopal Municipal Corporation has been assigned to Ramprakash Ahirwar, while the additional charge relating to the Metro Rail Company has also been transferred to him.

Ramprakash Ahirwar, a 2018-batch promotee IAS officer, has been appointed the new Commissioner of the Bhopal Municipal Corporation.
Before this appointment, Ahirwar was serving as Commissioner of the Jabalpur Municipal Corporation.

Sanskriti Jain’s Transfer Comes Amid Discontent Among Elected Representatives
IAS Jain’s transfer from the Bhopal Municipal Corporation comes amid reports of dissatisfaction among elected representatives over the functioning of the civic body during her tenure.
Differences between municipal officials and elected representatives had reportedly surfaced on several occasions.
At a previous meeting of the Municipal Corporation Council, council president Kishan Suryavanshi openly expressed his displeasure. According to the reported account, Suryavanshi issued directions from the dais despite not occupying the chair.
Discontent among members of the Mayor-in-Council had also surfaced during meetings.
However, the transfer order itself has not been described as disciplinary action, and no official reason linking Jain’s transfer to these disagreements has been provided in the available information.
Commercial Activities in Residential Areas: Major Challenge for New Bhopal Commissioner
One of the immediate challenges before newly appointed Bhopal Municipal Commissioner Ramprakash Ahirwar will be addressing commercial activities operating in residential areas of the city.
The issue has come under judicial scrutiny, with the court seeking a response from the Bhopal Municipal Corporation regarding such activities.
The civic body is required to submit its response at the next hearing.
Ahirwar will therefore have to coordinate action concerning the sealing of commercial establishments operating in residential areas while ensuring that the municipal corporation prepares its response for submission before the court.
The matter is expected to be among the important administrative issues requiring his attention after assuming charge.
Municipal Leadership Changes in Bhopal and Jabalpur
The latest IAS transfers bring new leadership to the municipal corporations of both Bhopal and Jabalpur.
While Ramprakash Ahirwar moves from Jabalpur to Bhopal, Agrim Kumar takes over municipal administration in Jabalpur after serving in the district-level rural development administration of Chhindwara.
The reshuffle also shifts Sanskriti Jain and Anju Arun Kumar to departmental assignments in the state government.
For Bhopal, the immediate administrative focus will include addressing the issues raised before the court and managing civic responsibilities under the new commissioner.
