Bhopal: The Madhya Pradesh Government has promoted two senior 1994-batch IPS officers—Rajababu Singh and D.P. Gupta—to the Director General of Police (DGP) pay scale, marking another significant elevation for officers of the state’s 1994 IPS batch.
While Rajababu Singh, serving as Additional Director General of Police (ADG), Rail, Bhopal, has been promoted as Special Director General of Police (Rail), Bhopal, D.P. Gupta, who was serving as ADGP at Police Headquarters, Bhopal, has also been promoted to the Special Director General of Police rank in the DGP pay scale, with his existing portfolio retained.
The two officers have had careers spanning more than three decades, with both holding several important assignments in the Madhya Pradesh Police and, in Singh’s case, on central deputation as well.
Rajababu Singh Promoted as Special DG, Rail
Rajababu Singh, a distinguished 1994-batch IPS officer of the Madhya Pradesh cadre, has been promoted from ADG Police (Rail), Bhopal, to Special Director General of Police (Rail), Bhopal.
Born on 11 July 1967 in Uttar Pradesh, Singh completed his education at Allahabad University before joining the Indian Police Service through the UPSC Civil Services Examination.
He formally entered the IPS on 6 September 1994 and has since built a career spanning more than three decades, during which he has handled several important assignments in both state and central policing establishments.
Central Deputation in BSF Kashmir Frontier
One of the significant assignments in Singh’s career was his tenure on central deputation as Inspector General (IG) of the BSF Kashmir Frontier.
The assignment placed him in a sensitive national-security environment, where he was involved in responsibilities related to border security and counter-insurgency operations.
His experience in the Border Security Force also added a national-security dimension to his otherwise extensive career in the Madhya Pradesh Police.
Training Reforms in Madhya Pradesh
Singh also served as ADG of Training in Madhya Pradesh, where he was associated with efforts to modernise and strengthen recruit training.
During his tenure, he spearheaded reforms aimed at making police training more contemporary and responsive to the changing requirements of law enforcement.
His focus on training and institutional development has been an important part of his policing career.
Rajababu Singh’s Police Medals

He was awarded the Police Medal for Meritorious Service in 2013 and the Police Medal for Gallantry in 2014.

Environmentalism and Spiritual Philosophy
Beyond policing, Singh has also developed an interest in environmental conservation and organic farming.
He has advocated mass tree plantation and organic farming, reflecting an interest in environmental sustainability outside his official responsibilities.
Singh also incorporates spiritual philosophy into his approach to leadership and life.
According to the information available about his plans after service, he intends to move to Ayodhya after retirement in 2027, where he hopes to devote his time to serving devotees.
His planned post-retirement transition represents a notable departure from a career spent in senior policing and national-security assignments.
D.P. Gupta Also Elevated to DGP Pay Scale
The second officer to receive the promotion is Dharmendra Prasad Gupta, popularly identified as D.P. Gupta, another 1994-batch IPS officer of the Madhya Pradesh cadre.
Gupta, who was serving as ADGP, Community Policing, RTI, Co-operative Fraud, Lok Seva Guarantee, Police Manual, R&D and Police Reforms at Police Headquarters, Bhopal, has been promoted as Special Director General of Police in the DGP pay scale.
He will continue with the same portfolio following the promotion.
The promotion took effect on September 1, 2026.
A 32-Year Career in Madhya Pradesh Police
Gupta was born and raised in Madhya Pradesh, where he completed his Bachelor of Arts degree.
He joined the Indian Police Service on September 4, 1994, and is listed as a 1994-batch IPS officer of the Madhya Pradesh cadre. His IPS identity number is 19941070.
Over a career spanning around 32 years, Gupta has served in several critical policing and administrative positions across Madhya Pradesh.
His career has been marked by an emphasis on institutional discipline, administrative transparency and citizen-oriented policing, earning him a reputation as a “silent reformer.”
Key Administrative and Police Assignments
Among the important assignments held by Gupta was his tenure as Transport Commissioner.
He has also served as Additional Director General of Police at Police Headquarters in Bhopal, where he handled several specialised and sensitive areas of police administration.
His portfolio brought together a wide range of responsibilities, including Community Policing, Right to Information (RTI) compliance, Lok Seva Guarantee, Co-operative Fraud, Police Manual reforms, research and development, and police reforms.

However, their career trajectories have reflected different areas of policing.
While Rajababu Singh has had significant exposure to railway policing, police training and central deputation with the BSF, including his tenure in the Kashmir Frontier, D.P. Gupta has spent much of his career handling police administration, reforms, transparency, community policing and specialised desks at the Madhya Pradesh Police Headquarters.
Their elevation to the DGP pay scale therefore comes after long careers involving a wide range of policing and administrative responsibilities.
