Bhopal: As Madhya Pradesh Chief Secretary Anurag Jain approaches retirement in August, intense discussions have surfaced within the state’s bureaucratic and political circles over whether he will be granted an extension or replaced by a new face chosen by Chief Minister Dr. Mohan Yadav.
Anurag Jain, a 1989-batch IAS officer of the Madhya Pradesh cadre, took over as Chief Secretary in September 2024 following his return from central deputation. His appointment was widely seen as influenced by the Centre, and he succeeded Veera Rana on the very day of her retirement. However, the circumstances have evolved since then.
With nearly 20 months under his leadership, CM Yadav has become well-acquainted with the functioning of the state bureaucracy. This has led to growing speculation about whether he will now select a Chief Secretary more aligned with his governance style and strategic vision.
Who’s in the Race to Succeed Anurag Jain?
According to administrative sources, seniority remains a factor, but not the sole determinant in the appointment of the Chief Secretary. Among the most senior IAS officers currently in the race are Jai Narayan Kansotia, Rajesh Kumar Rajora, Alka Upadhyay, and Manoj Govil.
However, Kansotia is also slated to retire next month, while Upadhyay and Govil are serving on central deputation. That effectively narrows the options to Rajora, who is already in the state and previously served as Additional Chief Secretary in the Chief Minister’s Secretariat before being recently shifted out. This reshuffle, some believe, may have weakened his standing in the current power dynamics.
Controversy Over Jal Jeevan Mission a Tipping Point?
Sources suggest that the Chief Secretary’s influence may have taken a hit following the controversy surrounding alleged irregularities in the Jal Jeevan Mission, which briefly put the Public Health Engineering Minister in the spotlight. Although the government later dismissed the allegations as baseless and cleared the minister of wrongdoing, observers believe the Chief Secretary’s office could have handled the situation more deftly.
Will Jain Join the List of CSs with Extensions?
It’s worth noting that Jain’s two immediate predecessors—Iqbal Singh Bains and Veera Rana—were both granted extensions beyond their superannuation. Given this precedent, an extension for Anurag Jain cannot be ruled out entirely.
However, this time the equation is slightly different. Unlike in past years, the Chief Minister now has more control and clarity over his administrative team. “While seniority matters, the Chief Secretary must be someone the CM fully trusts and who aligns with his administrative vision,” a senior state official commented.
