Bhopal: In an unusual administrative development, senior Indian Forest Service officer Dr. Renu Singh has been assigned a posting as Principal Chief Conservator of Forests (PCCF), IT just five days before her retirement on April 30.
The move comes after the officer remained without a formal posting for 17 days following her return from central deputation on April 7.
Post Created Specifically for Her
With no vacant PCCF-level positions available at the Forest Headquarters (Van Bhawan), the Madhya Pradesh Government approved the creation of a temporary PCCF (IT) post exclusively for Dr. Singh.
- The post was created on a temporary basis
- It will cease to exist after April 30, coinciding with her retirement
- Dr. Singh has already assumed charge of the IT wing
Previously, the IT wing was under the charge of H. S. Mohanta, an Additional PCCF (APCCF).

17 Days Without Posting After Return from Centre
Dr. Singh, a 1990-batch IFS officer, had reported for duty immediately after returning from central deputation. However:
- No PCCF-level vacancy was available
- She remained unposted for over two weeks
- The Forest Department formally requested the government to create a suitable post
This led to the Cabinet’s approval for a short-term administrative arrangement.
Parallel Case: Temporary Post Also Created for Archana Shukla
The Cabinet also addressed a parallel situation involving Archana Shukla (1995 batch), who was simultaneously eligible for a PCCF-level role.
- Only one PCCF vacancy existed at the time
- Archana Shukla was posted as PCCF (Research and Development) on April 15
- A temporary PCCF post was created for a limited duration (April 7–30) to accommodate both officers
Archana Shukla is the spouse of Shivshekhar Shukla.
Distinguished Career of Dr. Renu Singh
Dr. Renu Singh brings decades of experience in forestry, policy, and research:
- Former Director of the Forest Research Institute
- Served as Additional Managing Director, MP Forest Development Corporation
- Known for expertise in joint forest management and community forestry
- Represented India at global forums like United Nations Framework Convention on Climate Change, Convention on Biological Diversity, and United Nations Convention to Combat Desertification
She holds a Ph.D. from the University of Wales focusing on gender and community forestry, along with advanced degrees in botany and forestry.
Administrative Compulsion or Symbolic Posting?
The development highlights the administrative challenges in accommodating senior officers returning from deputation, especially when vacancies are limited.
