Bhopal: Madhya Pradesh Chief Minister Dr Mohan Yadav is set to lead a new initiative to attract investment in urban infrastructure, with Urban Conclave 2026 scheduled for October 28 at Brilliant Convention Centre in Indore. The event will bring together investors, urban development experts, startups and government representatives to discuss city planning, digital governance, environmental sustainability and future infrastructure needs.

The conclave will also provide a platform for direct discussions between the Chief Minister and investors on proposed urban projects, investment opportunities and implementation plans. The programme will include the inauguration and ground-breaking of urban development projects.

The event aims to encourage private investment, support innovation and strengthen the startup ecosystem while exploring development models that can improve urban services across Madhya Pradesh.

Urban Conclave 2026 to Focus on Planned City Development

A key session will examine the planned development of Tier-2 cities, with discussions on urban density, transit-oriented development (TOD), transferable development rights (TDR), residential redevelopment and master plans.

Experts will also discuss development corridors, RERA approvals, ease of doing business and floor area ratio (FAR). These planning tools influence how cities use land, expand housing and organise transport infrastructure.

For growing cities, better planning can help manage urban expansion and improve access to homes, workplaces and public services. The discussions will explore ways to make urban development more organised while supporting future population and infrastructure needs.

Digital Governance and Faster Approval Systems

Digital governance will be another major focus of the conclave. Sessions will examine technology-based systems that can simplify approvals, improve transparency and reduce delays in urban administration.

The agenda includes the Automated Building Plan Approval System (ABPAS), online no-objection certificates and development permission systems, GIS-based planning and project management information systems.

Officials and experts will also discuss measures to improve ease of doing business and simplify government procedures.

Such systems can help developers and residents access services more efficiently. Digital planning tools can also help authorities track projects, manage land use and coordinate infrastructure development.

Climate-Resilient Cities, Water Security and Waste Management

The conclave will address environmental challenges linked to rapid urbanisation. A dedicated session on climate-resilient cities, water security and the circular economy will cover water management, AMRUT 2.0, the Namo Harit Nagar Yojana, city forests and central parks.

Other topics will include air quality improvement, electric vehicles, solid waste management, waste-to-energy projects and the compressed biogas (CBG) ecosystem.

These discussions will focus on ways to make urban services more sustainable. Better water management can help cities address growing demand, while improved waste processing can reduce pressure on landfills. Green spaces, cleaner transport and air-quality measures can also contribute to healthier urban environments.

The emphasis on sustainable infrastructure reflects the need to balance economic growth with environmental protection as Madhya Pradesh’s cities expand.

Urban Infrastructure Funding: PPPs, Green Bonds and Urban Challenge Fund

Financing large urban projects will form another important part of Urban Conclave 2026. The sessions will explore different funding mechanisms that cities and government agencies can use to develop infrastructure.

Proposed topics include public-private partnerships (PPPs), the Urban Challenge Fund, green bonds, municipal bonds, temple bonds, joint ventures, multilateral bank financing, grants and viability gap funding.

The conclave will also examine investment opportunities in solar energy projects.

These financing models can help authorities explore alternatives to conventional government funding. Private-sector participation and suitable financing structures may support the development of urban infrastructure, although successful implementation will depend on project viability, financial planning and clear execution mechanisms.

Simhastha 2028: Planning a World-Class Pilgrimage City in Ujjain

Preparations for Simhastha 2028 in Ujjain will receive special attention at the conclave. A dedicated session will focus on infrastructure priorities and the development of Ujjain as a major pilgrimage destination.

Discussions will cover project financing, temple bonds, corporate social responsibility (CSR), digital twin modelling and implementation planning. Experts will also consider technology-based crowd management, traffic arrangements and event management to address the needs of a large number of pilgrims.

Digital twin modelling can help authorities create virtual representations of physical infrastructure and examine how systems may function under different conditions. Such tools can support planning for transport, public facilities and crowd movement when used alongside reliable data and operational planning.

The preparations for Simhastha 2028 will require coordination across infrastructure, transport, public services and event management. The conclave is expected to provide a platform to discuss funding options and development priorities ahead of the religious gathering.

Investors, Startups and Young Professionals Invited

Urban Conclave 2026 is intended to encourage participation from investors, startups and young people interested in urban development and technology.

According to Sanket Bhondve, Commissioner of the Urban Development and Housing Department, the event aims to promote investment, innovation, modern technology and the startup ecosystem in Madhya Pradesh.

The Chief Minister will hold one-to-one discussions with investors to explore opportunities in urban areas, proposed projects and their implementation. The programme will also include project inaugurations and foundation-laying ceremonies.

Interested participants can register online through the official portal: ugconclave.mp.gov.in.

Building a Roadmap for Madhya Pradesh’s Growing Cities

Urban Conclave 2026 will bring together discussions on investment, planning, technology, environmental sustainability and pilgrimage infrastructure. Its proposed agenda connects long-term city development with practical issues such as water supply, transport, waste management, housing and public services.

For Madhya Pradesh, the key task will be to translate discussions and investment proposals into projects that improve everyday urban life. Better planning and financing can help cities expand infrastructure, while digital systems and sustainable development measures can support more efficient public services.

The conclave will offer a platform to explore these opportunities, including the infrastructure requirements for Simhastha 2028. The lasting impact will depend on the projects that move forward, the investment they attract and how effectively authorities implement them.
