Greater Noida: The long wait for homebuyers at the last stalled Amrapali residential project in Phase-I has reached a significant milestone, with NBCC (India) Limited initiating possession at Adarsh Awas Yojana in Greater Noida West. At a ceremony held on the evening of October 23, 2026, 51 homebuyers received No Objection Certificates (NOCs) and possession letters, bringing them a step closer to moving into their own homes.
The documents were handed over by R. Venkataramani, Attorney General for India and Court Receiver for Amrapali, and Dr. K.P. Mahadevaswamy, Chairman and Managing Director of NBCC (India) Limited, at Leisure Valley Adarsh Awas Yojana in Tech Zone IV, Greater Noida West.
Adarsh Awas Yojana was the last stalled Amrapali project where the handover process had not yet begun. With the commencement of possession at this project, all stalled Amrapali projects being completed by NBCC under the supervision of the Supreme Court have now started delivering homes.
Amrapali Homebuyers’ Long Wait for Possession Comes to an End
For many homebuyers, the possession letters represent the end of years of uncertainty, financial pressure and delayed dreams. After investing their life savings and, in many cases, taking home loans, buyers were left waiting when the Amrapali projects stalled.
Many families had to bear the double financial burden of paying rent alongside home-loan EMIs for years, without knowing when they would receive their homes.
The commencement of possession at Adarsh Awas Yojana offers these families a renewed sense of security and the opportunity to plan their move into their own apartments. The development is particularly significant during the festive season, as homebuyers prepare to celebrate in homes they have waited years to own.
The event was attended by Ravi Bhatia and D.K. Mishra, members of the Court Committee for Amrapali; Dr. Suman Kumar, Director (Commercial), NBCC; officers from the Court Receiver’s office and ASPIRE; senior NBCC officials; members of the Ad hoc Apartment Owners’ Association (AOA) of Adarsh Awas Yojana; and homebuyers and their families.

The project also incorporates sustainability features, including a 780 KLD water treatment plant, a 930 KLD sewage treatment plant designed to support wastewater treatment and reuse, and rainwater harvesting systems.
Modern construction techniques and materials, including aluminium shuttering, gypsum plaster and UPVC doors and windows, were used to support construction efficiency and quality.

NBCC Nears Completion of 24 Amrapali Phase-I Residential Projects
NBCC is nearing completion of all 24 residential projects under Phase-I of its Amrapali assignment.
According to the figures provided, approximately 37,250 residential units fall within NBCC’s scope under Phase-I. Of these, around 35,000 units have been completed, while approximately 23,700 units have been handed over to homebuyers.
Work is also progressing on the Floor Area Ratio (FAR) projects under Phase-II, which comprise approximately 8,200 units. These projects are expected to be completed in 2028.
As of September 30, 2026, NBCC had executed work worth approximately ₹13,000 crore across the projects. This includes around ₹8,300 crore under Phase-I and approximately ₹4,700 crore for the FAR projects.
The latest possession milestone at Adarsh Awas Yojana marks another step in the effort to complete stalled housing projects and restore confidence among homebuyers who have waited years for their properties.
How NBCC Completed Stalled Amrapali Projects Amid Major Challenges
The completion of the Amrapali projects involved significant financial, operational and construction-related challenges. NBCC undertook the work without upfront funding and had to rely on payments from homebuyers, proceeds from the sale of available units and carefully managed bank loans.
Construction was repeatedly disrupted by COVID-19 restrictions between March 2020 and May 2022, further complicating project execution.
The company also faced rising construction costs. Contracts were retained at 2018 rates even as costs increased by approximately 30% to 40%, while steel prices doubled.
Another major challenge involved identifying 8,440 defaulters, cancelling their units and reselling the apartments to recover funds required for construction. NBCC also had to engage contractors who were reluctant to take over partially completed structures and undertake extensive quality checks across the buildings.
Despite these difficulties, the company continued construction and handover activities, working towards completing the stalled residential developments without passing additional construction cost escalation on to homebuyers.

Homebuyers Receive Flats at Original Amrapali Rates
A key aspect of the Amrapali revival has been the delivery of homes at the original Amrapali rates, without passing construction cost escalation on to homebuyers.
According to the information provided, NBCC has completed approximately 35,000 flats, with around 23,700 families having received possession. The remaining flats within its scope are also scheduled for completion.
The company has not passed on the increase in construction costs to buyers, including the rise in the Goods and Services Tax (GST) rate from 12% to 18%.
This approach has helped protect homebuyers from additional financial pressure after years of delays and simultaneous rent and EMI payments.
Amrapali Revival Generates Employment and Revenue for the Government
Beyond providing homes to thousands of families, the revival of the stalled Amrapali projects has generated substantial employment and contributed to government revenues.
The project revival has generated approximately 8.5 crore man-days of employment, comprising around 4.5 crore direct and 4 crore indirect man-days.
The financial contributions reported so far include:
- GST revenue: Approximately ₹2,000 crore, expected to reach around ₹3,200 crore upon completion.
- Stamp duty: Approximately ₹1,200 crore, calculated at 6% of flat costs.
- Payments to Noida and Greater Noida authorities: Approximately ₹965 crore for the FAR projects.
- Payments to other bodies: Around ₹100 crore to organisations such as NPCL and UPPCL.
The revival has also supported renewed confidence in the Noida and Greater Noida residential property markets by bringing stalled housing assets back into productive use.
NBCC Prevents Losses from Nearly 38,000 Stalled Flats
The scale of the Amrapali revival is reflected in the approximately 38,000 half-built flats that could otherwise have deteriorated further without intervention.
These properties were estimated to be worth around ₹20,000 crore, assuming an average value of ₹50 lakh per flat.
Without the revival effort, homebuyers could have faced substantial losses on their savings and home loans, while lenders could have been exposed to additional bad loans. The unfinished projects and disputed land could also have remained tied up in prolonged litigation.
Instead, the completion programme is bringing thousands of homes into use, restoring value to stalled housing assets and supporting economic activity. The ongoing FAR projects are also expected to add further residential assets to the region’s economy.
The commencement of possession at Adarsh Awas Yojana represents an important milestone in this broader recovery effort, as the last Phase-I project begins delivering homes to its long-waiting buyers.
