NCSC Summons Himachal Home Secretary, DGP Over DSP’s Caste Discrimination Allegations

The NCSC has summoned Himachal Pradesh’s Additional Chief Secretary (Home & Vigilance) and DGP Ashok Tiwari over a DSP’s allegations of caste-based harassment and administrative victimisation.

Shimla: The National Commission for Scheduled Castes (NCSC) has issued fresh summons to Himachal Pradesh Additional Chief Secretary (Home & Vigilance) Rawther Dawood Nazeem, a 1995-batch IAS officer of the Himachal Pradesh cadre, and Director General of Police Ashok Tiwari (1993: IPS: HP) over allegations of caste-based discrimination and administrative harassment raised by Deputy Superintendent of Police (DSP) Vijay Kumar.

The senior officials have been directed to appear personally before NCSC Member Partha Biswas on September 10 at 11:30 am at the Commission’s headquarters at Lok Nayak Bhawan in New Delhi.

The Commission has also asked the officials to submit an Action Taken Report (ATR) in line with directions issued during its previous hearing on August 20, along with relevant official files, case records and case diaries.

What Is the Complaint About?

The proceedings follow a representation submitted by DSP Vijay Kumar to the NCSC on June 3, 2026, alleging caste-based discrimination, institutional harassment, selective administrative action and victimisation by senior police authorities.

Among the issues raised by Kumar are:

  • Alleged withdrawal of his official vehicle and other facilities.
  • Assignment of duties despite his claimed medical restrictions.
  • Alleged selective administrative action in connection with his transfer.
  • Departmental proceedings that he claims were not similarly applied to other officers.
  • Allegations of institutional victimisation and caste-based discrimination.
  • A dispute concerning the reported non-disbursement of his August salary.

What Did the NCSC Say Earlier?

During its August 20 hearing, the Commission took note of Kumar’s allegations and directed that no coercive or retaliatory action be taken against him while seeking relevant records from the state authorities. A further hearing was subsequently scheduled for September 10.

The latest summons now places the state’s senior Home and Police officials before the Commission to respond to the issues raised and provide the requested documentation.

Salary Dispute Also Comes Under Focus

The matter has also been linked to a dispute over Kumar’s salary for August 2026.

An official communication from the Shimla district police office dated August 22 sought directions from the Deputy Inspector General of Police, Southern Range, regarding the drawal of Kumar’s salary. The correspondence noted that Kumar was under transfer to 2nd IRBn Sakoh, Dharamshala, but had not relinquished charge while on medical rest.

Kumar subsequently alleged that his August salary, expected to be credited on September 1, had not been disbursed.

State Police Position

The allegations have been disputed by the state police authorities. According to the response placed before the Commission, transfer orders and movement instructions are routine administrative measures applicable to Himachal Pradesh Police Service officers, and the authorities have denied that the action was motivated by caste considerations.

Kumar, however, has alleged that other officers involved in the same transfer process were treated differently and has sought an independent and time-bound inquiry.

September 10 Hearing to Examine Records

The upcoming NCSC hearing is expected to examine the circumstances surrounding Kumar’s transfer, the alleged selective administrative action, withdrawal of his official vehicle, disciplinary proceedings, the caste discrimination allegations and the salary-related issue.

The Commission’s proceedings are currently at the inquiry and hearing stage. Its summons does not amount to a finding that caste discrimination or administrative wrongdoing has occurred; the allegations remain subject to examination and response by the concerned state authorities.
