New Delhi: 2007-batch Uttarakhand cadre IAS officer Neeraj Kharwal, Managing Director of the India Trade Promotion Organisation (ITPO), has been given the additional charge of Managing Director and Chief Executive Officer (MD & CEO) of India International Convention & Exhibition Centre Limited (IICCL).
The appointment has been approved by the Appointments Committee of the Cabinet (ACC) following a proposal from the Department for Promotion of Industry and Internal Trade (DPIIT).
According to a Department of Personnel and Training (DoPT) order issued on September 11, 2026, Kharwal will hold the additional charge for six months from the date he assumes charge, or until a regular appointment is made, or until further orders, whichever is earlier.
Neeraj Kharwal Gets Additional Charge of IICCL
Kharwal was assigned the additional responsibility on September 10, 2026, alongside his existing role as Managing Director of ITPO.
Under the DoPT order, his additional charge will continue for:
- Six months from the date of assumption of charge; or
- Until a regular appointment is made; or
- Until further orders,
whichever is earlier.
The arrangement is intended to ensure continuity in the leadership and administration of IICCL during the interim period.

Kharwal Succeeds Rajat Kumar Saini
Kharwal succeeds Rajat Kumar Saini (IAS:2007:CG) as MD & CEO of IICCL.
Saini, who serves as Managing Director and CEO of the National Industrial Corridor Development Corporation (NICDC), had been holding the IICCL position in an additional capacity.
With Kharwal taking over the additional charge, the leadership responsibility of IICCL has now been entrusted to the ITPO chief until a regular appointment is made.
IAS Neeraj Kharwal to Handle Dual Responsibilities
Kharwal will continue to serve as Managing Director of ITPO while also overseeing the responsibilities of MD & CEO of IICCL.
The dual responsibility will enable the organisation to maintain administrative and leadership continuity while the process for a regular appointment to the IICCL post is completed.
The arrangement comes at the level of Joint Secretary, as specified in the government order.
ACC Approves DPIIT Proposal
The additional charge was approved by the Appointments Committee of the Cabinet, based on the proposal submitted by DPIIT.
The government order provides a defined interim arrangement and makes clear that Kharwal’s tenure in the additional role will end upon the earliest of the specified conditions.
The move is aimed at ensuring that the functioning of IICCL continues without a leadership gap.
