NHAI to Share National Highway Data with IITs, NITs and Research Institutions to Drive Infrastructure Innovation

New framework will provide approved research projects with highway data covering up to 2,000 km, enabling studies on pavement deterioration, traffic analytics and smarter road infrastructure.

Delhi: The National Highways Authority of India (NHAI) has introduced a new framework to share National Highway infrastructure and operational data with leading government research institutions to promote innovation, scientific research and technology-driven infrastructure development.

The initiative is designed to simplify collaboration between NHAI and premier academic institutions by reducing procedural delays and enabling faster research on safer, smarter and more cost-effective highway infrastructure.

Under the new framework, approved research projects will initially receive a standard sample data block covering up to 2,000 kilometres of National Highways for pilot studies and technology validation.

Data to Be Shared with IITs, NITs and CSIR-CRRI

The framework allows NHAI to share highway-related data with leading government research institutions, including:

  • Indian Institutes of Technology (IITs)
  • National Institutes of Technology (NITs)
  • CSIR–Central Road Research Institute (CRRI)

The initiative is expected to support advanced research in highway engineering, traffic management and infrastructure planning.

Focus on Pavement Deterioration Models and Traffic Analytics

One of the primary objectives of the programme is to develop scientifically validated Pavement Deterioration Models (PDMs) suited to Indian conditions.

Researchers will also work on advanced traffic flow analytics by studying:

  • Local road conditions
  • Traffic loading patterns
  • Operational performance
  • Highway maintenance requirements

The findings are expected to help improve road design, maintenance planning and infrastructure durability across India’s National Highway network.

Centralised Approval Process to Replace Multiple MoUs

Previously, each research proposal required a separate Memorandum of Understanding (MoU), involving lengthy legal reviews and consultations with multiple agencies.

The new framework replaces this process with a centralised approval mechanism within NHAI.

Under the revised system:

  • Eligible requests from recognised government research institutions will be evaluated centrally.
  • Research approvals are expected to be faster.
  • Institutions can begin projects without lengthy administrative delays.

The move is aimed at improving efficiency and encouraging more collaborative research projects.

Approved Projects to Receive Highway Data Covering Up to 2,000 km

Under the data-sharing framework, approved institutions will initially receive a standard sample dataset covering up to 2,000 km of National Highways.

The sample data will help researchers:

  • Conduct pilot projects
  • Test research methodologies
  • Validate scientific models
  • Demonstrate practical applications of research outcomes

Successful pilot studies may later receive access to larger datasets for expanded research.

Strict Data Security and Confidentiality Measures Introduced

NHAI has incorporated strong safeguards to protect sensitive infrastructure data.

Participating institutions must sign a Non-Disclosure Agreement (NDA) before accessing any information.

The framework requires that:

  • Data is used only for academic and research purposes.
  • Commercial use of the data is prohibited.
  • Data cannot be shared with third parties.
  • Confidentiality obligations remain effective during the project and for three years after completion.

Researchers, students and external collaborators associated with projects must also comply with confidentiality requirements.

Intellectual Property Rights to Be Jointly Owned

The framework also defines ownership of research outcomes.

Any:

  • Patents
  • Copyrights
  • Intellectual Property Rights (IPR)

developed through the collaborative research will be jointly owned by NHAI and the respective research institution.

Institutions will also be encouraged to publish research findings in reputed academic journals after obtaining NHAI’s approval.

This approach aims to promote scientific knowledge while ensuring responsible use of strategic infrastructure information.

Successful Pilot Projects May Be Expanded Across National Highway Network

After completion of pilot projects, NHAI will evaluate validated Pavement Deterioration Models and other research outputs using larger datasets.

Research demonstrating practical value for:

  • Highway planning
  • Road design
  • Infrastructure maintenance
  • Traffic management

may be implemented across the National Highway network through long-term collaborations under formal MoUs.

NHAI Strengthens Research-Driven Highway Development

The new framework reflects NHAI’s broader strategy of integrating research, innovation and data-driven decision-making into India’s highway infrastructure.

By enabling leading academic institutions to access National Highway data, NHAI aims to accelerate the development of smarter technologies, improve road safety, reduce maintenance costs and support the creation of more durable and efficient transport infrastructure across the country.
