New Delhi: The Public Enterprises Selection Board (PESB) has recommended Arvind Kumar, Director General and Chief Executive Officer of Software Technology Parks of India (STPI), for the key post of Director (Consumer Mobility) on the Board of Bharat Sanchar Nigam Limited (BSNL).
The recommendation was made during PESB Meeting No. 58/2026 held on July 11, 2026, after interviews of seven candidates for the Schedule ‘A’ board-level position.
The appointment recommendation will now go through the government’s approval process before the final notification is issued.
Arvind Kumar Selected After Interview Process of Seven Candidates
According to the official PESB meeting minutes, Arvind Kumar was selected after the board evaluated senior executives from BSNL and other government organisations.
The seven candidates interviewed for the Director (Consumer Mobility) position included:
- Nitin Ravindra Mahajan – Principal General Manager, Ahmedabad, BSNL
- Ramashray Prasad – Principal General Manager (Consumer Mobility), BSNL
- Sanjeev Singhal – Principal General Manager (Transmission), BSNL
- Daya Nand Katyayan – Senior General Manager and Business Area Head, Faridabad, BSNL
- Kamlesh Kukreti – Senior General Manager, BSNL
- Digamber Kumar – Senior General Manager and Tumkur Business Area Head, BSNL
- Arvind Kumar – Director General and CEO, Software Technology Parks of India (STPI)

Director (Consumer Mobility) Role Crucial for BSNL’s Mobile Business
The position of Director (Consumer Mobility) is a board-level role responsible for managing and strengthening BSNL’s consumer mobility operations.
The key responsibilities of the post include:
- Managing mobile service operations
- Improving customer acquisition
- Enhancing service quality
- Developing business strategies
- Expanding BSNL’s consumer mobility growth
The role is considered significant as BSNL continues efforts to strengthen its telecom services and expand its customer base.

Arvind Kumar’s Experience at STPI
Arvind Kumar currently serves as the Director General and CEO of Software Technology Parks of India (STPI), an autonomous organisation under the Ministry of Electronics and Information Technology (MeitY).
During his tenure at STPI, he has contributed towards promoting India’s technology ecosystem, supporting IT growth and encouraging innovation and startup development.
His experience in the technology sector is expected to support BSNL’s digital transformation and consumer-focused initiatives.
PESB Recommendation Moves for Final Government Approval
The PESB recommendation is the first step in the appointment process for senior public sector positions.
Following the recommendation, the proposal will be reviewed through the government’s appointment mechanism before the final appointment order is issued.
The selection of Arvind Kumar is expected to bring additional leadership focus to BSNL’s consumer mobility segment.
