New Delhi: Power Finance Corporation (PFC), through its wholly owned subsidiary PFC Consulting Limited (PFCCL), has incorporated Northern Region Power Transmission Limited as a wholly owned Special Purpose Vehicle (SPV) for the static and dynamic compensation requirements of the Northern Region Grid.
The newly incorporated SPV will undertake preparatory activities for the proposed transmission project under the Tariff Based Competitive Bidding (TBCB) process. The initiative is aimed at facilitating the development of transmission infrastructure required to support grid stability and reliable power transmission in the Northern Region.
PFCCL has been nominated as the Bid Process Coordinator (BPC) by the Ministry of Power for the project.
PFCCL Nominated as Bid Process Coordinator for Transmission Project
The incorporation of Northern Region Power Transmission Limited follows the decision of the National Committee on Transmission (NCT) at its 42nd meeting held on July 7, 2026.
During the meeting, the NCT designated PFCCL as the Bid Process Coordinator for the project under the Tariff Based Competitive Bidding guidelines. The Central Electricity Authority (CEA) formally communicated the decision to PFCCL on July 20, 2026.
As the BPC, PFCCL will facilitate the initial stages of the transmission project, including the preparation of project-related documentation and other necessary groundwork before the competitive bidding process is completed.

Key Responsibilities of Northern Region Power Transmission Limited
The newly established SPV will carry out essential preparatory activities to facilitate the competitive bidding process for the Independent Transmission Project (ITP).
Its key responsibilities include:
- Project Profile Preparation: Preparing detailed project profiles for Independent Transmission Projects.
- Land Acquisition: Initiating land acquisition procedures wherever required for the project.
- Forest Clearances: Seeking the necessary forest clearances, where applicable.
- Survey Work: Conducting surveys and preparing the associated reports required for project development.
These activities are intended to address preliminary regulatory, technical and logistical requirements before the transmission project is awarded to a successful bidder.
SPV to Be Transferred to Successful Bidder After Bidding
Under the TBCB framework, the SPV has been established to undertake preparatory work before the selection of the transmission project developer.
Following the completion of the international competitive bidding process, Northern Region Power Transmission Limited will be transferred to the successful bidder. The selected developer will then assume responsibility for implementing and developing the transmission scheme.
This mechanism enables essential preliminary work, including surveys and the initiation of land and forest clearance procedures, to be undertaken before the project is handed over to the successful bidder.
The arrangement is designed to streamline the early stages of transmission project development and help prospective developers assess project requirements before undertaking implementation.
PFC Strengthens Its Role in Transmission Infrastructure Development
The incorporation of Northern Region Power Transmission Limited highlights the role of PFC and its consulting subsidiary PFCCL in facilitating the development of India’s power transmission infrastructure.
Through the TBCB process, PFCCL coordinates preliminary project activities and supports competitive bidding for transmission schemes. The transfer of the SPV to the successful bidder after bidding allows the selected developer to take forward the project implementation.
The initiative is focused on addressing the static and dynamic compensation requirements of the Northern Region Grid, supporting efforts to strengthen the region’s electricity transmission infrastructure.
