Chandigarh: As the Aam Aadmi Party government completed four years in Punjab, Chief Minister Bhagwant Mann presented the administration’s report card, highlighting large-scale interventions in education, healthcare, jobs, and welfare delivery, while asserting that the state has been put back on a development track.
The government said that since assuming office on March 16, 2022, after taking oath at Khatkar Kalan, several electoral guarantees have been translated into policy measures, with a particular focus on public services and direct citizen benefits.
Education Reform at Centre of Government Narrative
Punjab’s school education reforms have emerged as one of the flagship claims of the government. According to the official document, government schools in Punjab have secured the top national position in learning outcomes under the National Achievement Survey.
The state government said over one lakh desks have been supplied to schools to eliminate floor seating, while around 9,000 smart classrooms and 5,000 computer laboratories have been established across government institutions. More than 15,000 teachers have been recruited and a large number of contractual teachers regularised. Teachers and principals have also been sent for advanced training programmes in countries including Finland and Singapore, along with management institutions in India.
The government further claimed that performance in competitive examinations has improved significantly, with 305 students from government schools qualifying JEE Main and 845 clearing NEET in 2026. Entrepreneurship education has also been introduced for nearly 1.5 lakh college students annually.

Health Infrastructure Expanded Through Clinics and Insurance
Healthcare remains another major pillar of the government’s four-year presentation. Punjab has opened 881 Aam Aadmi Clinics across urban and rural areas, where cumulative outpatient visits have crossed five crore, according to official figures.
Under the Mukh Mantri Sehat Yojana, the government announced cashless treatment of up to ₹10 lakh per family in empanelled hospitals, positioning it as one of the largest state-level health coverage schemes.
A total of 1,575 doctors have reportedly been recruited in government hospitals during the four-year period. Seven new medical colleges are under construction, expected to add nearly 600 MBBS seats in the coming years. The government also highlighted the Farishtey Scheme, under which accident victims receive immediate treatment support, benefiting over 1,700 people so far.
Employment Drive and Industrial Investment
The Mann government said nearly 65,000 government jobs have been provided strictly on merit without recommendation or bribery.
Alongside public recruitment, Punjab has attracted investment proposals worth ₹1.55 lakh crore over four years, especially after the Progressive Punjab Investors Summit held in Mohali. Officials said these commitments could generate nearly 5.5 lakh private employment opportunities.
To facilitate industrial expansion, the state has introduced the Right to Business Act, allowing MSMEs to secure approvals in 5 to 18 days through self-declaration, while the FastTrack Punjab portal integrates over 200 services under a single-window clearance mechanism.
Welfare Delivery and Household Relief
The government reiterated that nearly 90% of households are now receiving zero electricity bills under the free power policy.
Electricity tariffs for domestic, commercial and industrial users have also been reduced, while the state purchased a 540 MW private thermal power plant to lower generation costs. Punjab State Power Corporation Limited has reportedly posted profits for three consecutive years.
Women-focused welfare has also been highlighted, with monthly honorarium schemes proposed between ₹1,000 and ₹1,500 for eligible women beneficiaries. Under the Meri Rasoi programme, ration support is being planned for nearly 40 lakh families.
Political Messaging Ahead of Next Phase
In his message marking four years, Mann said the government intends to move toward a “more prosperous and vibrant Punjab,” while linking future governance to social welfare expansion and infrastructure strengthening.
