Punjab Govt Removes 18-Year Limit on Child Care Leave for Women Employees Caring for Disabled Children 

New rules allow women government employees to avail Child Care Leave beyond 18 years for children with 100% disabilities, including cerebral palsy, autism, intellectual and multiple disabilities.

Chandigarh: The Punjab Government has announced a major change in the Child Care Leave (CCL) rules for women government employees caring for children with 100% disabilities.

Under the revised provisions, the earlier 18-year age limit has been removed for eligible children with specified disabilities. This means women employees can continue to avail Child Care Leave even after their child crosses the age of 18, subject to the applicable service rules.

The revised instructions were issued by the Department of Personnel on August 11, 2026.

Punjab Removes 18-Year Limit for Child Care Leave

According to the revised instructions, the condition limiting Child Care Leave to children up to 18 years of age will not apply in cases involving children with 100% disabilities covered under the specified categories.

The move is aimed at providing greater support to women government employees who may require extended leave to care for children with severe disabilities.

Previously, the Child Care Leave provisions prescribed an age limit of 18 years for the child.

Four Categories of Disabilities Covered

The revised provision applies to children with 100% disability falling under four specified categories:

  • Cerebral Palsy
  • Autism
  • Intellectual Disability
  • Multiple Disabilities

The Punjab Government has specifically clarified that the removal of the age limit applies to cases involving children with 100% disability in these categories.

Amendment to 2011 Child Care Leave Instructions

The latest decision modifies the Child Care Leave instructions issued by the Punjab Government on December 22, 2011.

Under the earlier provisions, the child’s age was required to be within the prescribed limit of 18 years for availing the leave.

With the latest amendment, this age restriction has been removed for eligible cases involving 100% disabled children.

The change recognises that children with severe disabilities may require parental support and care well beyond the age of 18.

Relief for Women Government Employees

The revised rule is expected to provide greater flexibility to women employees who are responsible for the long-term care of children with severe disabilities.The government’s decision takes into account the continuing care and support requirements of children with disabilities and seeks to reduce difficulties faced by women employees once their children cross the earlier age limit.

The removal of the age restriction means eligible employees can seek Child Care Leave beyond 18 years under the revised provisions.

Departments Directed to Implement Revised Rules

The Department of Personnel has directed all concerned authorities and departments to ensure compliance with the revised provisions.

Instructions have been issued to the administrative secretaries of the Punjab Government as well as concerned officials and departments in Punjab and Chandigarh.

All departments have been asked to provide Child Care Leave to eligible women employees in accordance with the amended rules.

What the New Rule Means

The key change introduced by the Punjab Government is:

  • The 18-year age limit is removed for eligible children with 100% disabilities.
  • The provision applies to four specified disability categories.
  • The amendment modifies the Child Care Leave instructions issued in 2011.
  • Eligible women government employees can avail CCL beyond the child’s 18th birthday.
  • All concerned government departments have been directed to implement the revised provisions.
