Chandigarh: The Punjab government has ordered the transfer and posting of three officers, comprising one Indian Administrative Service (IAS) officer and two Punjab Civil Services (PCS) officers, with immediate effect on administrative grounds.
The orders were issued by the Department of Personnel (IAS Branch) under the orders of the Governor of Punjab. The transfer order was signed by Chief Secretary K.A.P. Sinha.
The reshuffle involves appointments in Ludhiana and Kapurthala districts, along with a posting in the state’s Health and Family Welfare Department. As part of the changes, IAS officer Shreyansee Jain has been appointed Additional Deputy Commissioner (General), Ludhiana, replacing PCS officer Shikha Bhagat, who has been transferred to Kapurthala.
Shreyansee Jain Appointed ADC (General), Ludhiana
Shreyansee Jain, a 2023-batch IAS officer, has been appointed Additional Deputy Commissioner (General) of Ludhiana. Before this order, she was available for posting.
She will take over the position from Shikha Bhagat, a 2012-batch PCS officer, who has been transferred to another district as part of the administrative reshuffle.

The appointment places Jain in the Additional Deputy Commissioner (General) role in Ludhiana, a key district-level administrative position. The order specifies that she will replace Bhagat in the post.
Shikha Bhagat Transferred to Kapurthala
Shikha Bhagat, a 2012-batch PCS officer who was serving as Additional Deputy Commissioner (General), Ludhiana, has been transferred to Kapurthala.
She has been appointed Additional Deputy Commissioner (General), Kapurthala, against a vacant post. Her transfer makes way for Jain to assume the corresponding position in Ludhiana.
The order thus provides for a change in the district-level administrative assignments of both officers, with Bhagat moving to Kapurthala and Jain taking charge of the Ludhiana position.
Amanpal Singh Posted to Health and Family Welfare Department
Amanpal Singh, a 2022-batch PCS officer, has been appointed Deputy Secretary in the Health and Family Welfare Department of the Punjab government.
Before the transfer order, Singh was available for posting. His new assignment places him in the state government department responsible for health and family welfare administration.
The order forms part of the same set of transfers and postings involving three officers across the state administration.
All three transfers and postings have been ordered with immediate effect on administrative grounds.
