New Delhi: The Appointments Committee of the Cabinet (ACC) has approved a further one-year extension of the central deputation tenure of Dr Raghav Langer (IAS: 2009: UK) as Secretary of the National Medical Commission (NMC), at the Joint Secretary level under the Ministry of Health and Family Welfare.
The extension will take his tenure beyond October 3, 2026, or until further orders, whichever is earlier.
Langer has been serving as NMC Secretary since March 2025. The NMC’s official directory currently lists him as Secretary to the Commission at Level 14.
Langer’s Role at National Medical Commission
The National Medical Commission is the statutory regulator for medical education and the medical profession in India. During Langer’s tenure, the Commission has been working on digital systems, medical registration and reforms in medical education.
The NMC has been developing digital platforms aimed at improving transparency and streamlining regulatory processes, including the National Medical Register (NMR) and its unified registration system.
The latest extension comes amid continued expansion of medical education capacity across the country.
A Doctor Who Joined the IAS
Langer’s background combines medical education with public administration.
- He completed his MBBS from Government Medical College, Jammu.
- He later pursued a Master’s in Public Policy and Management from IGNOU.
- He joined the IAS as part of the 2009 batch and was allocated the Uttarakhand cadre.
- He secured All India Rank 21 in the UPSC Civil Services Examination, according to biographical records.
His medical background has also featured prominently in his subsequent administrative assignments, particularly his current role in the country’s medical education regulator.
Five Years of Key Assignments in J&K
Before moving to central deputation, Langer spent about five years on inter-cadre deputation to Jammu & Kashmir, where he held several important administrative positions.
He served as:
- Deputy Commissioner, Kathua
- Deputy Commissioner, Pulwama
- Divisional Commissioner, Jammu
- Secretary, Planning, Development and Monitoring Department, J&K
He served as Divisional Commissioner, Jammu, from March 18, 2021 to May 7, 2022. The J&K government subsequently posted him as Secretary, Planning, Development and Monitoring Department.
As Secretary, Planning, he was involved in monitoring development expenditure, centrally sponsored schemes and the Union Territory’s capital projects. He was also designated as the UT’s Prabhari Officer for the Aspirational Districts Programme in Baramulla.
From District Administration to Central Government
Langer’s administrative career has included assignments spanning district administration, development planning, water resources and health-sector regulation.
After completing his J&K deputation, he returned to central government assignments. In December 2023, the ACC approved his appointment as Director in the Department of Water Resources, River Development and Ganga Rejuvenation under the Ministry of Jal Shakti for two years.
He subsequently moved to the Ministry of Health and Family Welfare, where he was appointed Secretary of the NMC at Joint Secretary level in March 2025. A subsequent government notification extended his tenure beyond October 3, 2025, and the latest ACC decision provides another one-year extension beyond October 3, 2026.
Earlier Recognition for Development Work
Langer’s record also includes recognition for development administration during his tenure as District Magistrate of Rudraprayag in Uttarakhand.
In 2015, Rudraprayag received a national award for effective implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) during the 2013-14 period. Work undertaken after the 2013 floods included restoration of village paths and footbridges and construction of other infrastructure under the scheme.
His extension as NMC Secretary keeps him in a central role at a time when medical education and regulation are undergoing changes, including the expansion of medical colleges, digital registration systems and regulatory reforms.
