Lucknow: The Uttar Pradesh Government on Tuesday transferred and reassigned 18 IPS officers in a major reshuffle covering several important police and security wings, including the Special Security Force (SSF), Provincial Armed Constabulary (PAC), Crime Investigation Department (CID), Economic Offences Wing (EOW), Anti-Terrorist Squad (ATS), regional intelligence, vigilance, technical services and police training establishments.
The September 22 reshuffle includes changes in Lucknow, Sitapur, Ayodhya, Bareilly, Prayagraj, Mathura, Moradabad and Chunar in Mirzapur. Among the key appointments, 2013-batch IPS officer Dr Satish Kumar has been posted as Commandant of the 1st Battalion SSF, Lucknow, while 2014-batch IPS officer Sanjiv Suman has been appointed Superintendent of Police at the Uttar Pradesh State Institute of Forensic Sciences (UPSIFS), Lucknow.
The order also includes 11 officers who were serving as Additional Superintendents of Police and were promoted to the IPS cadre, following which they have been assigned new responsibilities in different specialised and field formations.
Dr Satish Kumar Gets 1st Battalion SSF, Lucknow
Dr Satish Kumar, a 2013-batch IPS officer, has been transferred from the post of SP attached to the DGP Headquarters in Lucknow and posted as Commandant, 1st Battalion, Special Security Force, Lucknow.
The Uttar Pradesh Police’s officer database records his IPS batch as 2013 and shows his current posting as Commandant of 01 Battalion SSF, Lucknow, with September 22, 2026, as the posting date. His educational qualifications include B.V.Sc. & A.H., M.V.Sc., PGCCL, PGDIS and LL.B.
The 1st Battalion SSF is part of the state’s specialised security structure, making the appointment one of the prominent changes in Tuesday’s order.
Sanjiv Suman Posted to UPSIFS
Sanjiv Suman, a 2014-batch IPS officer, has also moved from his posting as SP attached to the DGP Headquarters.
He has been appointed Superintendent of Police at the Uttar Pradesh State Institute of Forensic Sciences (UPSIFS), Lucknow.
According to the Uttar Pradesh Police database, Suman is a 2014-batch IPS officer and holds a B.Tech in Computer Science. His new posting at UPSIFS also took effect on September 22, 2026.
The appointment comes as Uttar Pradesh continues to expand specialised capabilities around forensic investigation and scientific support to policing.
Sameer Saurabh Moves From CID to PAC
Sameer Saurabh, a 2016-batch officer recruited through the State Police Service route, has been transferred from Superintendent of Police, CID, Lucknow, to Commandant, 27th Battalion PAC, Sitapur.
The move shifts him from a specialised investigation role in the CID to the command of an armed police battalion.
Ashutosh Dwivedi Gets Regional Intelligence, Ayodhya
Ashutosh Dwivedi, also a 2016-batch State Police Service officer, has been shifted from Superintendent of Police, Armed Police Training Centre (APTC), Sitapur, to Superintendent of Police, Regional Intelligence, Ayodhya.
The new assignment places him in the state’s intelligence setup in Ayodhya.
Anand Kumar-II Posted to CID Lucknow
Anand Kumar-II, a 2017-batch State Police Service officer, has been transferred from Superintendent of Police, Regional Intelligence, Bareilly, to Superintendent of Police, CID, Lucknow.
He will now take charge of a specialised investigative assignment in the state capital.
Sanjay Rai Gets EOW Assignment
Sanjay Rai, a 2018-batch State Police Service officer, has been moved from Superintendent of Police, Regional Intelligence, Ayodhya, to Superintendent of Police, Economic Offences Wing (EOW), Lucknow.
The posting brings him into the state’s specialised economic-crime investigation setup.
Mahesh Singh Attri Moves to Regional Intelligence
Mahesh Singh Attri has been transferred from Superintendent of Police, Police Training School (PTS), Moradabad, to Superintendent of Police, Regional Intelligence, Bareilly.
The move shifts him from a police training establishment to an intelligence assignment.
11 Additional SPs Promoted to IPS Also Reassigned
A significant part of the reshuffle involves 11 officers who had been serving as Additional Superintendents of Police and were promoted to the IPS cadre. They have now been assigned responsibilities across several specialised police formations and training institutions.
Their new postings cover the ATS, CID, vigilance, EOW, technical services, SSF, PAC, Traffic Directorate, Food Cell and police training establishments.
The broader set of appointments includes:
- Shashi Shekhar Singh — from ATS, Lucknow, to Commandant, 11th Battalion PAC, Sitapur.
- Vanshraj Singh Yadav — Commandant, 3rd Battalion SSF, Prayagraj.
- Rajkumar — SP, Vigilance Establishment.
- Alok Kumar Sharma — SP, Vigilance Establishment.
- Preetibala Gupta — SP, ATS, Lucknow.
- Kamal Kishore — SP, EOW, Lucknow.
- Devesh Kumar Sharma — SP, Food Cell, Lucknow.
- Rahul Mithas — SP, Technical Services, Lucknow.
- Dr Krishna Gopal — from 5th Battalion SSF, Saharanpur, to SP, Police Training College (PTC), Moradabad.
- Shoeb Iqbal — from ACO Headquarters to SP, Traffic Directorate, Lucknow.
- Pavitra Mohan Tripathi — SP, Regional Training Centre (RTC), Chunar, Mirzapur.
These assignments complete the 18-officer reshuffle announced by the state government on September 22. The changes cover both operational policing and specialised administrative and training functions.
Major Changes Across Specialised Police Wings
The reshuffle has brought changes across a wide range of police formations rather than concentrating on a single department.
The CID has received a new leadership arrangement in Lucknow with Anand Kumar-II moving in from Regional Intelligence, while the EOW has received Sanjay Rai and Kamal Kishore in its Lucknow setup. The ATS has Preetibala Gupta as its new SP, while two officers have been assigned to the Vigilance Establishment.
The SSF and PAC have also seen important changes. Dr Satish Kumar has been posted to the 1st Battalion SSF in Lucknow, Vanshraj Singh Yadav to the 3rd Battalion SSF in Prayagraj, and Shashi Shekhar Singh to the 11th Battalion PAC in Sitapur. Sameer Saurabh has been posted as Commandant of the 27th Battalion PAC, also in Sitapur.
Training and Technical Wings Also Get New Officers
Several postings have been made in the training and technical arms of the Uttar Pradesh Police.
Dr Krishna Gopal has moved from the 5th Battalion SSF, Saharanpur, to the post of SP at the Police Training College in Moradabad. Pavitra Mohan Tripathi has been posted as SP at the Regional Training Centre, Chunar, Mirzapur.
Rahul Mithas has been assigned as SP, Technical Services, Lucknow, while Shoeb Iqbal has moved from ACO Headquarters to the Traffic Directorate in Lucknow.
The changes thus cover operational policing, investigation, intelligence, security, training and technical support functions.
Full Reshuffle Spans Multiple Districts
While a large number of the new assignments are in Lucknow, the reshuffle also affects several other important locations.
Sitapur gets changes involving the 27th Battalion PAC and 11th Battalion PAC, while Prayagraj sees a new Commandant for the 3rd Battalion SSF. Ayodhya and Bareilly receive changes in their regional intelligence leadership.
Moradabad gets a new SP at the Police Training College, while Chunar in Mirzapur gets a new SP at the Regional Training Centre. The changes therefore extend across the state’s specialised police infrastructure as well as its field and intelligence establishments.
18 Officers, Multiple Police Wings
The September 22 order represents a broad realignment of IPS-level responsibilities in Uttar Pradesh. It includes senior officers from the regular recruitment stream as well as officers who entered the IPS cadre following promotion from the state police service.
At the top end of the reshuffle, Dr Satish Kumar takes charge of the 1st Battalion SSF in Lucknow and Sanjiv Suman moves to UPSIFS. Sameer Saurabh takes command of the 27th Battalion PAC, while Ashutosh Dwivedi, Anand Kumar-II and Sanjay Rai move into regional intelligence, CID and EOW roles respectively.
The reshuffle also strengthens the leadership of the ATS, vigilance, food cell, technical services, traffic and police training establishments through the appointments of the 11 promoted officers.
The new postings have been ordered with immediate effect, with the officers expected to assume charge of their respective assignments as directed by the state government.
