Jalaun: UP cadre IAS officer Rinkoo Singh Rahee, who survived an attack in which he sustained seven gunshot wounds, has raised fresh concerns over his security in Jalaun. The 2023-batch IAS officer has alleged that despite repeatedly requesting enhanced security cover, authorities have not taken adequate action.
In a post on X, Mr Rahee said the threat to his life remains serious and questioned why his security arrangements have not been upgraded despite repeated requests. He also indicated that if the authorities believe there is no need for additional security, they should communicate that decision to him in writing so that he can seek legal remedy.
The latest development comes amid a series of controversies surrounding the officer’s functioning in Jalaun, including a dispute with lawyers over his working style and an earlier confrontation with a local elected representative.
Raises Security Alarm
Mr Rahee took to social media to highlight what he described as a serious and continuing threat to his safety.
According to his post, he has been making repeated representations through available channels seeking enhanced security, but the requests have apparently not resulted in any significant change. The officer questioned whether the matter was being deliberately ignored.
Mr Rahee said that if the administration formally communicates that there is no requirement to increase his security, he would have the option of approaching the court. However, he questioned why even such a written response had not been provided.

The officer also expressed concern that if he makes official communications public to establish the nature of the threat and his repeated requests for protection, he could be accused of leaking documents to the media for publicity.
He questioned whether authorities would wait for an unfortunate incident before taking the security issue seriously.
‘Give It in Writing, I Will Move Court’
The IAS officer’s remarks effectively put the administration on notice. His position is that if a security assessment does not justify additional protection, the authorities should state so officially.
Such a written response, according to Rahee, would allow him to pursue the matter through legal channels. His comments also underline his concern that the issue should not remain confined to verbal assurances or unanswered representations.
The security concern assumes added significance because Rahee has previously survived a violent attack in which he sustained seven bullet injuries.
‘Justice For Rinkoo Singh Rahee’ Page Also Taken Down
In his social media post, IAS Rahee also referred to a Facebook page titled ‘Justice For Rinkoo Singh Rahee’.
He said the page was operated by his supporters, who used to compile and publish posts related to various issues concerning him. According to Mr Rahee, the administration got the Facebook page removed.
The reference to the page came while the officer was discussing his security concerns and the difficulties he claimed to face in making his position public.
Bar Association Raises Questions Over His Working Style
Mr Rahee’s latest security-related concerns come just days after another controversy involving his functioning as a judicial officer.
On August 4, the Jalaun Bar Association raised allegations regarding his working style and announced a boycott of revenue courts beginning August 5. The association’s vice president, Omnarayan Singh, issued a letter regarding the decision.
According to reports, advocates had approached Jalaun District Magistrate Rakesh Kumar Pandey on three separate occasions with complaints concerning SDM (Judicial) Rinkoo Singh Rahee.
The lawyers alleged that Rahee passed ex parte orders in the absence of advocates and litigants. They also accused him of behaving rudely with lawyers in court, claiming that such conduct was affecting the functioning of the judicial process.
The Bar Association said the boycott would continue until there was a change in the officer’s working style.
Dispute at Orai Municipal Council
Another confrontation involving Rahee was reported around ten days earlier at the Orai Municipal Council.
At the time, an inquiry into alleged irregularities at the municipal council was underway. Rahee had earlier been associated with the inquiry team while serving as SDM of Jalaun. However, following his transfer to Orai, his role in the inquiry had reportedly ended.
Despite this, Rahee visited the municipal office at around 2 pm and began examining files connected with the alleged irregularities.
His presence reportedly led to an argument with the Executive Officer. Rahee asked the official to produce an order stating that the records could not be shown to him, saying that he would leave immediately if such an order was produced.
The Executive Officer, meanwhile, alleged that Rahee had arrived with private individuals who were recording videos while the files were being examined.
The incident subsequently became another point of contention between the officer and local officials.
Earlier Confrontation With BJP Block Pramukh
Before the municipal council controversy, Rahee had also figured in a dispute involving a local BJP Block Pramukh.
On June 29, Block Pramukh Ramraja Niranjan accused the then Joint Magistrate Rinkoo Singh Rahee of assaulting him. Niranjan reportedly submitted a complaint to the district administration.
A video associated with the incident also surfaced. In the footage, Rahee was allegedly seen involved in a scuffle with the Block Pramukh. The video appeared to show the officer striking the mobile phone held by the Block Pramukh, causing it to fall, followed by a physical confrontation in which the officer allegedly pushed him backwards.
The Block Pramukh approached District Magistrate Rajesh Kumar Pandey over the matter.
The incident added another layer to the controversies surrounding Rahee’s functioning in the district.
From Government School to IAS: Rinkoo Singh Rahee’s Journey
Away from the recent controversies, Rahee’s personal journey to the IAS has been notable.
Born on May 20, 1982, in a Dalit family in Hathras, Uttar Pradesh, Rahee hails from Ooswa village under the Sasni police station area. He is the elder of two brothers.
His father, Saudan Singh Rahi, supported the family by running a flour mill. Coming from a financially constrained background, Rahee studied at a government school.
His academic performance in Class 12 helped him secure a scholarship, which enabled him to pursue a B.Tech degree from the Tata Institute in Jamshedpur.
Cleared PCS in 2004, Later Became IAS
Mr Rahee entered government service after clearing the Uttar Pradesh Provincial Civil Services (PCS) examination in 2004.
While continuing in government service, he appeared for the UPSC Civil Services Examination under the differently-abled quota.
His perseverance eventually paid off. In 2021, he secured All India Rank 683 in the Civil Services Examination and subsequently entered the IAS.
He belongs to the 2023-batch Uttar Pradesh cadre of the IAS.
His career trajectory – from a financially modest background and government-school education to PCS and eventually the IAS—has made his professional journey particularly noteworthy.
Family Background
Mr Rahee is married to Sulekha, who works as a yoga teacher. The couple have a 10-year-old son, Dhruv Rahi.
His paternal uncle, Raghuvir Singh Rahi, also held a prominent political position, serving as a district president during the BSP regime.
A Career Now Under the Spotlight
IAS Rahee’s latest security complaint comes at a particularly sensitive stage of his posting in Jalaun. On one side, the officer has raised concerns over his personal safety and sought enhanced protection. On the other, his working style has come under scrutiny following complaints from lawyers, while earlier disputes involving local officials and an elected representative have also drawn attention.
For now, there is no indication from the information available that the authorities have officially accepted Rahee’s allegations regarding deliberate inaction on his security request. His demand, however, is clear: either increase his security if the threat assessment warrants it, or formally communicate why additional protection is not required.
The issue is now likely to remain under scrutiny as questions grow over both the officer’s security and the administrative controversies surrounding his tenure in Jalaun.
