Gwalior: Gwalior is poised to strengthen its identity as a major education hub with the proposed establishment of Rishi Galav University, announced during a recent foundation-laying ceremony addressed by Madhya Pradesh Chief Minister Dr. Mohan Yadav. The Chief Minister emphasized that the university will set a new benchmark in higher education by offering opportunities not only to local students but also to learners from across the country.
He highlighted that the institution will be developed with full support from the state government, ensuring modern infrastructure and all necessary academic facilities.
Gwalior’s Historical Legacy and Educational Vision
Dr. Yadav described Gwalior as a city deeply rooted in bravery, knowledge, and art since ancient times. With the establishment of Rishi Galav University, he said, the city is moving toward a renewed identity as a leading educational center in Madhya Pradesh.
He added that universities are not just centers of learning but also important pillars of nation-building. The new institution, inspired by Rishi Galav, will focus on instilling values, culture, and skills among students to prepare them as responsible contributors to society.

Integration of Indian Knowledge Systems and Modern Education
The Chief Minister stressed that Rishi Galav University will integrate Indian knowledge traditions with modern science and technology. The aim is to nurture students who are knowledgeable, ethical, innovative, and socially responsible.
He also noted that under the New Education Policy, emphasis is being placed on skill development, competency, and character building across educational institutions in the state.
Tribute to Mid India Education Committee’s Legacy
Dr. Yadav paid tribute to the founder of the Madhya Bharat Education Committee, Sadashiv Ganesh Gokhale, acknowledging his dedication in establishing the institution during challenging times in 1941. What began as a single school has now grown into a network of colleges, schools, and a sports academy, currently serving over 5,000 students.
Education Reforms and Cultural Initiatives in Madhya Pradesh
The Chief Minister outlined several educational reforms introduced by the state government, including:
- Introduction of the title “Kulguru” for university vice-chancellors
- Celebration of Guru Purnima across the state
- Replacement of traditional black gowns with Indian attire such as turbans during convocation ceremonies
- Regular annual convocation events in all universities
He said these initiatives aim to promote Indian cultural values within higher education.

Universities Named After National Heroes
Dr. Yadav also highlighted the establishment of universities named after prominent historical and tribal leaders, including:
- Tatya Tope University in Guna
- Krantisurya Tantya Bhil University in Khargone
- Rani Avanti Bai Lodhi University in Sagar
Additionally, PM Excellence Colleges are being set up in all 55 districts of Madhya Pradesh to align with the goals of the National Education Policy.
Focus on Character Building and Employment-Oriented Education
Speakers at the event emphasized that the core objective of education should be character building alongside employability.
RSS Akhil Bharatiya Karyakari Sadasya Suresh Soni noted that true development involves not just infrastructure but also the holistic development of individuals. He stressed balancing modern technology, including AI, with traditional wisdom and human values.
RSS Madhya Bharat Prant Sanghchalak Ashok Pandey added that no nation becomes great through military strength alone, but through education and strong cultural values.
New University to Emphasize Skill Development and Research
Higher Education Minister Inder Singh Parmar said that Indian education traditionally focused on value-based learning and producing responsible citizens. He welcomed the establishment of Rishi Galav University as a continuation of this legacy.
Madhya Bharat Education Committee President Dr. Rajendra Bandil announced that the university will include modern facilities such as:
- Smart classrooms
- Digital libraries
- Computer labs
- Advanced laboratories
- Hostel facilities
He also stated that academic sessions are expected to begin by Guru Purnima 2027, with full development completed within three years.
