New Delhi: Just days after taking over as Delhi Police Commissioner, Satish Golcha has inducted three key IPS officers into his core team at the Police Secretariat, signaling a strategic reshuffle aimed at addressing the pressing law and order challenges in the capital.
The newly constituted team includes Rohit Rajbir Singh, Vijay Kumar, and Vikram K Porwal, all of whom have prior experience in high-pressure law enforcement roles.
Rohit Rajbir Singh Appointed DCP (Crime)
Rohit Rajbir Singh, a 2015-batch IPS officer, has been appointed Deputy Commissioner of Police (Crime). He previously served as Additional DCP, Dwarka, and had earlier worked under Golcha in Itanagar, when the latter was the DGP of Arunachal Pradesh.
Singh is also the son of late ACP Rajbir Singh, a noted encounter specialist of the Delhi Police. He was injured during the anti-CAA/NRC protests in 2019 and later earned accolades for his anti-drug operations and community policing efforts in Arunachal Pradesh.
Vijay Kumar Appointed OSD to Police Commissioner
In a notable elevation, Joint Commissioner of Police Vijay Kumar, a 2007-batch IPS officer, has been appointed Officer on Special Duty (OSD) to the Police Commissioner — a role usually handled by a DCP-rank officer.
Vijay Kumar brings diverse experience, having served in the Intelligence Bureau (IB), Department of Sports, and Delhi Police Housing Corporation Limited (DPHCL). He also held the post of Inspector General (IG) in Arunachal Pradesh before returning to Delhi as Joint CP, Eastern Range.
Vikram K Porwal to Handle Administration as DCP
Vikram K Porwal, a 2016-batch IPS officer, has been attached to the Secretariat as DCP (Administration). Porwal has previously handled multiple sensitive assignments including in the Economic Offences Wing (EOW), Supreme Court Security, General Administration, and the Delhi Metro Police.
In 2020, he was appointed Special Officer to the then Police Commissioner, and until now, he was serving as DCP (Traffic).
Rajiv Ranjan Singh Moved to Eastern Range
In a related reshuffle, Rajiv Ranjan Singh, a 2010-batch officer who was serving as OSD to former Delhi Police Commissioner SBK Singh, has now been posted as Additional CP, Eastern Range until further notice.
Context Behind the Reshuffle
Commissioner Golcha’s appointment came on the heels of rising concerns around women’s safety and a recent attack on Delhi CM Rekha Gupta. His new team is expected to play a pivotal role in reshaping policing strategies, enhancing intelligence, and addressing urban crime and cyber threats in Delhi.
