Chennai: The Tamil Nadu Government has constituted a three-member committee headed by retired Director General of Police (DGP) J K Tripathy to review security arrangements across prisons in the state following the escape of 17 undertrial prisoners from a sub-jail in Theni district.
Chief Minister C Joseph Vijay has directed the committee to examine existing security arrangements, identify operational shortcomings and recommend measures to prevent similar incidents.
The panel will also assess prison staffing, standard operating procedures (SOPs), technological infrastructure and security practices followed in other states and countries.
J K Tripathy to Head Three-Member Prison Security Committee
The committee will be chaired by Jalad K. Tripathy, a retired 1985-batch IPS officer of the Tamil Nadu cadre, who served as Tamil Nadu’s DGP from 2019 to 2021 and previously held the position of Additional DGP (Prisons).
The other members are:
- K. Shankar (IPS: 1996: TN): Additional DGP (Prisons and Correctional Services), Tamil Nadu.
- S Rajendran: Retired Deputy Inspector General of Prisons.
The committee has been asked to conduct a detailed assessment and submit its recommendations to the state government at the earliest. No specific deadline for submission has been communicated so far.
Additional DGP K Shankar said the department would proceed according to the committee’s mandate.
“We will proceed as per the committee’s mandate,” he said.
What Will the Committee Examine?
The panel will undertake a comprehensive review of prison security arrangements across Tamil Nadu, focusing on infrastructure, personnel and operational procedures.
Its key areas of assessment include:
- Existing security infrastructure: Reviewing the security arrangements currently available in prisons across the state.
- Standard operating procedures: Examining prison security SOPs and assessing whether established protocols are being followed effectively.
- Technology gaps: Identifying shortcomings in the use of surveillance systems and other security technologies.
- Staffing requirements: Assessing whether prisons have adequate security personnel in proportion to their workload and inmate population.
- Best practices: Studying prison security mechanisms adopted in other Indian states and abroad.
The Chief Minister has directed the prison department to strengthen security arrangements on a war footing and warned that officials found negligent in discharging their duties would face stringent action.
Theni Jailbreak Triggers Statewide Security Review
The committee’s formation follows the escape of 17 undertrial prisoners from the Thekkampatti sub-jail near Andipatti in Theni district on the night of October 26.
The inmates allegedly overpowered prison personnel and escaped after staging a medical emergency inside the facility.
The incident triggered a major search operation involving specialised police teams and drones. All 17 escapees were subsequently apprehended.
The incident also led to disciplinary action against prison personnel. Nine staff members were suspended following the security breach.
The government has since intensified scrutiny of prison security arrangements, with the new committee tasked with examining vulnerabilities beyond the Theni facility.
Former Prison Officials Call for Examination of Implementation Gaps
Former prison officials have stressed that the inquiry should go beyond identifying shortcomings in infrastructure and examine whether existing security procedures are being implemented properly.
Retired Prisons DGP R Natarajan said the committee should investigate the circumstances surrounding the escape and identify gaps in the execution of established security protocols.
“TN has one of the best prison systems in the country, with established security SOPs already in place,” he said, emphasising the need to examine their implementation.
Retired Chief Head Warden S Karunamoorthi also called for the inclusion of frontline prison personnel in the review process, arguing that their experience could help identify practical difficulties faced by staff working inside correctional facilities.
IOCL to Temporarily Operate 11 Prison-Run Freedom Filling Stations
In a separate measure following the recent prison escapes, the Tamil Nadu Prison Department has permitted Indian Oil Corporation Limited (IOCL) to temporarily operate 11 Freedom Filling Stations associated with the prison department.
The outlets will function under the Company Owned Company Operated (COCO) model.
The arrangement follows IOCL’s decision to temporarily close the stations after the security incidents involving prison inmates. The company proposed taking over their operations to prevent inconvenience to customers and protect the outlets’ brand image.
Under the temporary arrangement:
- IOCL will operate all 11 identified Freedom Filling Stations.
- Operations will follow the COCO model.
- The outlets will be returned to the prison department when it resumes operations or as directed by the competent authority.
The temporary transfer of operations is intended to maintain the availability of fuel services while the prison department reviews its security arrangements and operational procedures.
