New Delhi: The Government of India has appointed 36 Joint Secretary-level officers from various Central Ministries and Departments as State Prabhari Officers for the TB Mukt Bharat Abhiyaan, assigning each officer responsibility for supporting a specific State or Union Territory in implementing and monitoring the campaign.
The appointments have been made through an Office Memorandum issued by the Department of Personnel & Training (DoPT) on August 7, 2026, following directions given during a PRAGATI meeting held on June 24, 2026 on the TB Mukt Bharat Abhiyaan.
The initiative seeks to strengthen coordination between the Centre and States/UTs and ensure that TB elimination efforts receive sustained administrative attention at the field level.

Why Prabhari Officers Have Been Appointed
The appointments follow a direction given at the June 24 PRAGATI meeting concerning the TB Mukt Bharat Abhiyaan. The Centre decided that Joint Secretary-level officers from Central Ministries and Departments should be assigned to individual States and UTs to provide a dedicated administrative interface and support implementation of the campaign.
The officers will serve as the nodal interface between the Government of India and their respective States/UTs, with responsibility for ensuring continuous coordination and alignment of TB elimination efforts.
Monitoring TB Screening, Detection and Treatment
The Prabhari Officers have been tasked with regularly reviewing and monitoring the progress of the campaign.
Their monitoring will cover important indicators including:
- Screening of vulnerable populations
- TB case detection
- Treatment coverage
- Nutrition support
- Treatment outcomes
- Preventive treatment for household contacts and eligible vulnerable populations
- Jan Bhagidari efforts
The officers are also expected to strengthen data-driven monitoring and accountability mechanisms at the State and district levels.
Grassroots Implementation and TB Mukt Bharat Teams
A major part of their responsibility will be to strengthen implementation at the grassroots level.
The officers have been asked to ensure the timely selection and effective functioning of Class-I Nodal Officers for each block. They will also facilitate the constitution and operationalisation of TB Mukt Bharat Teams, comprising five NCC volunteers and five MY Bharat volunteers, to support grassroots implementation and community outreach.
They will also identify implementation gaps, operational difficulties and bottlenecks and work with State authorities to ensure that these issues are resolved in a timely manner.
Field Visits to High TB-Burden Areas
The Prabhari Officers are expected to undertake periodic field visits to districts and blocks, particularly areas with a high TB burden.
These visits will allow them to assess the ground-level implementation of TB elimination activities and provide actionable feedback to the concerned authorities.
They have also been asked to maintain close coordination with the Chief Secretary, State Health Department and District Administration to sustain administrative focus and momentum on TB elimination.
Convergence With Other Government Schemes
The officers will also work towards convergence between the TB campaign and other government schemes and departments.
The order specifically mentions coordination with Panchayati Raj institutions, urban local bodies, social welfare agencies and urban and rural development departments, among others, to create a comprehensive response to TB.
Another key responsibility is to intensify Ni-kshay Mitra support for TB patients and their families.
Community Participation and Reducing TB Stigma
The Prabhari Officers will also be responsible for encouraging community participation and public awareness campaigns.
They are expected to engage with civil society and private-sector stakeholders to expand outreach, improve awareness and help reduce the stigma associated with TB.
They will also identify and promote best practices and innovative approaches that can be replicated across districts and States.
Regular Reports to Health Ministry
The officers will provide regular feedback and structured reports to the Ministry of Health & Family Welfare, Government of India.
These reports are expected to highlight progress, implementation challenges and suggested policy or administrative interventions, enabling the Centre to respond to issues emerging at the State and district levels.
The Prabhari Officers will also support efficient utilisation of financial and human resources and healthcare infrastructure available under the national programme.
