Lucknow: The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, held a meeting at Lok Bhavan in the state capital on Tuesday, approving 13 significant proposals across various departments including Stamp & Registration, Industries, Transport, and more. The meeting marked a step forward in facilitating development projects, boosting industrial growth, and improving public infrastructure in the state.
Stamp Duty Relief for Industrial and Commercial Properties
In a major move, the government announced that industrial and commercial properties will now be eligible for gift deed registration at a nominal stamp duty of Rs 5,000, similar to residential and agricultural properties. Speaking at the press conference, Minister Ravindra Jaiswal explained that earlier, such relief applied only to residential and agricultural properties. Previously, stamp duty in urban areas was 7% and 5% in rural areas, but this new initiative will simplify property transfer procedures for businesses and industries.
The Cabinet also approved proposals for new registrar offices in Kushinagar and Jhansi, which are expected to improve property-related services and administrative efficiency in these districts.
University Approvals and Regulatory Updates
Significant decisions were made in the higher education sector. The JS University, Shikohabad, established in 2011, had its recognition withdrawn after investigations revealed the issuance of fake mark sheets and irregularities in courses without proper agricultural accreditation. Following inquiries by the Higher Education Council and the Enforcement Directorate, the university’s license was revoked and it has now been formally dissolved.
Additionally, the IIMT University, Meerut, received approval for an off-campus center in Noida, expanding educational opportunities while ensuring compliance with regulatory norms.
Semiconductor Policy and Industrial Incentives
The Cabinet approved guidelines for Global Capability Centers (GCCs) under the Industries Department and endorsed the semiconductor policy launched in January 2024. Minister Suresh Kumar Khanna highlighted that units making an investment of Rs 3,000 crore will receive case-to-case subsidies along with multiple incentives to promote high-tech manufacturing in the state.
Infrastructure Developments Across the State
Several infrastructure projects received the green light in the meeting:
- Pilibhit Bus Station: A new bus terminal will be constructed on a 7,000 sq meter plot on Connect Road, one kilometer from the district headquarters. The land has been leased for 30 years, extendable twice, and construction is expected to be completed within two years.
- Varanasi Super Specialty Hospital: The 11 existing buildings of the Regional Hospital will be demolished to make way for a 500-bed super specialty hospital, expected to be completed in four phases.
- National Forensic Science University, Varanasi: 50 acres of land have been allocated to support the university’s expansion plans.
- PAC 37 Housing Project: In the PAC 37 unit, 108 Type One residential units will be constructed on cleared land, including the demolition of obsolete buildings.
Sports and Administrative Appointments
Minister Suresh Khanna also announced reforms in the state’s sports administration. Out of nine vacant positions of Regional Sports Officers, two-thirds will be filled via promotion, while one-third will be reserved for international medal winners, strengthening incentives for athletes.
The Cabinet meeting reflects the Uttar Pradesh government’s focus on streamlined governance, industrial growth, infrastructure modernization, and educational development. Through policy reforms, infrastructure projects, and regulatory updates, the state aims to create a conducive environment for business, education, and public welfare.
