Lucknow: Uttar Pradesh Chief Secretary S.P. Goyal (IAS: 1989: UP) has directed departments and officials to ensure timely resolution of bottlenecks affecting linear infrastructure projects in the state.
Goyal issued the directions while inaugurating a state-level workshop on “Accelerating Linear Infrastructure Projects: Good Practices and New Ideas” in Lucknow. He said preparations relating to land availability, project design, utility shifting and statutory approvals should be completed before construction begins.
The Chief Secretary said project monitoring should focus not only on overall completion percentages but also on identifying specific obstacles affecting construction at different locations.
Land, Utility Shifting and Approvals Among Key Issues
Goyal directed officials to complete land acquisition within stipulated timelines and regularly monitor pending matters related to land acquisition, utility shifting and tree felling.

He also called for large corridors and infrastructure projects to be divided into manageable construction packages so that progress can be monitored at different levels.
According to the workshop discussions, project-level monitoring should identify issues involving land, utilities, bridges, culverts, encroachments and environmental clearances.
UP Focuses on Coordination in Project Implementation
Goyal said an interface management system should record the agency concerned, responsible officer, location, deadline and status of each pending issue.
He also identified construction-front preparedness, inter-departmental coordination, approvals, stakeholder management, technology and transparency as key areas for infrastructure implementation.
The Chief Secretary said Uttar Pradesh’s roads, expressways and railway network are being developed as part of the state’s connectivity infrastructure and stressed the need to link industrial clusters, cities, markets and logistics hubs.
The workshop also included discussions on administrative hurdles encountered during major infrastructure projects. PWD officials briefed engineers on issues that can affect civil works, while district magistrates Abhishek Pandey of Pratapgarh and Amit Aasery of Banda shared frameworks related to highway and major road projects.
