UP Chief Secretary Orders Faster Development Plans for 5,973 Villages Ahead of Assembly Polls

S.P. Goyal directs officials to complete Village Development Plans within a month, review Lumpy Skin Disease every alternate day and expedite flood relief measures.

Lucknow: Uttar Pradesh Chief Secretary S.P. Goyal, a 1989-batch IAS officer, on Wednesday reviewed the progress of major government schemes and programmes with commissioners and district magistrates across the state through video conferencing. During the meeting, he directed officials to expedite the preparation of Village Development Plans for the remaining 5,973 villages under the Adarsh Gram Yojana and ensure their approval by district-level committees within one month.

The Chief Secretary also directed officials to immediately declare 1,878 villages that have already secured the required score of 70 under the scheme as Adarsh Gram villages.

Village Development Plans to Be Completed Within One Month

A total of 12,382 villages have been selected under the Adarsh Gram Yojana. Officials informed the meeting that:

  • Draft Village Development Plans have been prepared for 6,409 villages.
  • Village Development Plans for 5,050 villages have been finalised.
  • 3,861 villages have already been declared Adarsh Gram.
  • 5,973 villages still require completion of their Village Development Plans.
  • 1,878 villages that have achieved a score of 70 are to be declared Adarsh Gram immediately.

Goyal directed officials to ensure that pending plans are prepared at the earliest and approved by the district-level committees within one month.

Accountability Fixed for Delayed Pendency

The Chief Secretary made it clear that accountability would be fixed if pending matters are not disposed of within the prescribed timeline.

He directed that the concerned Chief Development Officers (CDOs) would be held responsible for delays. If the pendency is not cleared within one month, an adverse entry would be given to the concerned CDO.

The review meeting covered several important government programmes and issues, including:

  • Adarsh Gram Yojana
  • Prevention of Lumpy Skin Disease
  • Communicable disease control
  • Influenza situation
  • Flood relief and rescue operations
  • Farmer Registry

Officials Asked to Review Lumpy Skin Disease Every Alternate Day

The Chief Secretary directed Chief Development Officers to review the situation regarding Lumpy Skin Disease (LSD) every alternate day.

He instructed officials to ensure that veterinary doctors remain present at veterinary hospitals as per the prescribed schedule and that vaccination campaigns are intensified through camps in villages.

Special emphasis was also placed on providing necessary training to Pashu Sakhi, paravets and Maitri workers and ensuring 100% vaccination coverage.

Over 9,000 Animals Affected by Lumpy Skin Disease

Officials informed the meeting that 9,003 animals affected by Lumpy Skin Disease have been treated so far. At present, the state has 1,430 active cases.

In the affected districts, 606 teams have been deployed, while 16,08,548 animals have been vaccinated.

The state headquarters has also kept 33,81,900 doses of Lumpy Skin Disease vaccine in reserve to support ongoing prevention and vaccination efforts.

Focus on Flood Relief and Prevention of Diseases

The Chief Secretary also reviewed relief and rescue operations in flood-affected areas.

He directed officials to prioritise preventive measures against vector-borne diseases, including:

  • Anti-larval spraying
  • Removal of mud and silt
  • Cleaning of affected areas
  • Other preventive activities

Goyal further directed officials to begin crop damage surveys immediately after floodwater recedes. The objective is to ensure that affected farmers receive compensation as per the prescribed rules without delay.

10 Best Gram Panchayats to Receive ₹50 Lakh Award

The Uttar Pradesh government will introduce a Chief Minister’s Special Award for the first time to recognise the 10 best-performing Gram Panchayats in the state.

Under the initiative, each of the 10 selected Gram Panchayats will receive a ₹50 lakh award.

The Gram Panchayats will be evaluated across 10 categories, with emphasis on areas such as:

  • Door-to-door waste collection
  • Liquid waste management
  • Generating their own revenue
  • Plastic-free initiatives and plastic waste management
  • Mera Talab Meri Yojana
  • Environmental protection
  • Cleanliness and sanitation
  • Common Service Centres
  • Other areas of outstanding performance

Gram Panchayats Can Apply From September 15 to 30

Eligible and interested Gram Panchayats can submit their applications online from September 15 to September 30.

According to Panchayati Raj Department Director Amit Singh, awards have been given over the past nine years to five Gram Panchayats in each district, covering a total of 375 Gram Panchayats.

For the first time, the government will introduce the Chief Minister’s Special Award alongside the existing award scheme to recognise the 10 best-performing Gram Panchayats across Uttar Pradesh.

The initiative is aimed at encouraging Gram Panchayats to improve performance in sanitation, environmental protection, waste management, revenue generation and other areas of rural development.
