Lucknow: The Uttar Pradesh government has carried out a minor administrative reshuffle involving two Indian Administrative Service (IAS) officers, assigning fresh responsibilities to one officer while placing another on the awaiting posting list.
According to an official order issued by the state government, 2017 batch IAS officer Manikandan A., who was serving as the Vice-Chairman of the Bareilly Development Authority (BDA) and also holding the charge of Divisional Food Controller, Bareilly, has been relieved from his current responsibilities and placed on the awaiting posting list.
In a corresponding move, 2017 batch IAS officer Saumya Pandey, who was serving as Additional Labour Commissioner, has been appointed as the new Vice-Chairperson of the Bareilly Development Authority. She has also been entrusted with the additional charge of Divisional Food Controller, Bareilly.
Saumya Pandey Gets Dual Responsibility
With the latest transfer order, Saumya Pandey will now be responsible for overseeing two important administrative assignments in Bareilly.
As Vice-Chairperson of the Bareilly Development Authority, she will be tasked with supervising urban planning, infrastructure development, housing projects, and implementation of development schemes within the authority’s jurisdiction.
In addition, her appointment as Divisional Food Controller will place her in charge of matters related to the public distribution system, food supply management, and implementation of food security-related schemes in the division.
The dual assignment reflects the government’s confidence in her administrative capabilities and is expected to play a key role in ensuring coordination between development and public welfare initiatives in the region.
Manikandan A. Shifted to Awaiting Posting
IAS officer Manikandan A., who had been handling the responsibilities of both BDA Vice-Chairman and Divisional Food Controller, has been placed on the awaiting posting list pending further orders from the state government.
Such arrangements are commonly made during administrative restructuring exercises before officers are assigned new responsibilities.
Part of Ongoing Administrative Reforms
Officials noted that the state government periodically undertakes transfers and postings of officers to strengthen governance, improve administrative efficiency, and ensure effective implementation of government policies at the field level.
The latest order, though involving only two officers, is being viewed as an important administrative adjustment considering the significance of the Bareilly Development Authority and the Food Department in the region.
Administrative observers believe the move is aimed at streamlining operations and ensuring efficient delivery of public services in Bareilly.

The Bareilly Development Authority plays a crucial role in urban infrastructure development, regulation of construction activities, and implementation of city development projects.
