Lucknow: To strengthen its goal of transforming Uttar Pradesh into a $1 trillion economy, the Uttar Pradesh Skill Development Mission (UPSDM) has taken a significant step by launching the ‘Skill Connect Cell’. This initiative aims to provide large industries in the state with trained and skilled manpower tailored to their needs, ensuring timely human resource availability and addressing any workforce shortages.

Objective: Meeting the Skilled Manpower Demands of Growing Industries

The newly launched ‘Skill Connect Cell’ is designed to ensure that industries investing in Uttar Pradesh are equipped with a well-trained workforce. The initiative aims to streamline the process and ensure that investment projects are supported by an adequately skilled labor force. The cell will function as a bridge between Invest UP and UPSDM, facilitating smooth communication and coordination.

This initiative is expected to foster synergy between industries and training institutions, ensuring that industries receive qualified workers as per their requirements. The Skill Connect Cell will also monitor investment projects in real time, ensuring that training is aligned with the sector-specific needs of the region.

Speeding Up Training and Placement with SpeedUp-PMU

The SpeedUp-PMU has been integrated into the training and placement process to accelerate the procedure. Kapil Dev Agrawal, the Minister of Vocational Education, Skill Development, and Entrepreneurship, explained that the PMU will now work through the Skill Connect Cell to engage directly with investors. Using real-time data, the system will expedite the training and placement process, enabling young people to access job opportunities more swiftly.

Real-Time Monitoring and Direct Placement for Youth

Unlike a typical administrative cell, the Skill Connect Cell will operate at the grassroots level. The cell will carry out the following key tasks:

  • Daily updates and coordination with Invest UP regarding the status of investment projects
  • Tracking the flow of investment by district and sector to create targeted training programs
  • Identifying the required number of trained youth for sectors like automobile, IT, and textiles
  • Maintaining regular contact with investors’ HR departments
  • Direct placement of trained youth into industries through training partners

These actions will ensure that industries receive ready-to-deploy workforce and local youth are given job opportunities in their respective districts, reducing migration and boosting local economies.

Training Across 35 Sectors and 1,300+ Job Roles

As of now, the UP Skill Development Mission provides training in over 35 sectors and more than 1,300 job roles. According to Pulkit Khare, Mission Director of UPSDM, the Skill Connect Cell will further bridge the gap between industry requirements and available skills. By aligning training with industry demand, young job seekers will have a better chance of securing jobs in large industries, furthering Uttar Pradesh’s ambition to become a ‘Skill Hub’.

Boosting Ease of Doing Business and Skill Development Hub

This initiative will not only enhance the Ease of Doing Business in Uttar Pradesh but also position the state as a prominent Skill Hub. By ensuring the availability of a skilled workforce, industries will be able to set up and operate smoothly, leading to faster industrial growth and more job creation.

Key Responsibilities and Appointments for Effective Coordination

To ensure smooth coordination, the government has appointed Single Points of Contact (SPOC) for both Invest UP and UPSDM:

  • Omair Shahid (Team Leader, SPOC from Invest UP)
  • Dr. Pavitra Tandon (Chairperson, Skill Connect Cell from UPSDM)
  • Atul Kumar Singh (SPOC, Mission)
  • Dhananjay Kumar Dwivedi and Jyoti Srivastava (Team Members)

These officials will oversee the coordination between industries, training institutions, and investors, ensuring that young people are equipped with the necessary skills and placed in jobs as per the market demand.

A Major Step Toward Skill-Driven Economic Growth in UP

The launch of the ‘Skill Connect Cell’ is a major step in meeting the growing demand for skilled labor as industries continue to invest in Uttar Pradesh. This initiative will play a crucial role in facilitating industry growth, creating employment opportunities for youth, and positioning the state as a key player in India’s skilled workforce development.
