Lucknow: The Uttar Pradesh Electricity Regulatory Commission (UPERC) has approved 10 power purchase agreements (PPAs) for solar power projects with a combined capacity of 19.7 MW, allowing Uttar Pradesh to procure solar electricity at tariffs ranging from ₹2.91 to ₹2.99 per unit. The projects are being developed under Component C-2 of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme.
In its order dated October 13, 2026, UPERC approved the agreements for projects located across several districts of Uttar Pradesh. Bhaskar Renewable Energy secured approval for a 1.7 MW project in Chitrakoot at the lowest tariff of ₹2.91 per unit.
The projects will supply electricity to Uttar Pradesh Power Corporation Limited (UPPCL) through grid-connected solar photovoltaic plants connected to agricultural feeders and distribution substations.
UPERC Approves Solar Power Tariffs Starting at ₹2.91 per Unit
The approved tariffs range from ₹2.91 to ₹2.99 per unit, depending on the project. Bhaskar Renewable Energy received approval at ₹2.91 per unit, while APS Developers’ 2.3 MW project in Mathura was approved at ₹2.93 per unit.
Shakti Renew’s 1.3 MW project in Kanpur Nagar received approval at ₹2.95 per unit. The remaining projects were approved at a tariff of ₹2.99 per unit. The approved projects are expected to contribute to solar power generation and support the supply of electricity to agricultural feeders in the state.

Solar Projects to Supply Power Through Agricultural Feeders
The approved projects will use grid-connected solar photovoltaic technology to supply electricity to UPPCL through agricultural feeders and distribution substations. The procurement process was undertaken by the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) and UPPCL through tariff-based competitive bidding.
Under this arrangement, developers compete to supply electricity at specified tariffs, with the approved power purchase agreements establishing the terms for power procurement from the selected projects. The projects fall under Component C-2 of the PM-KUSUM scheme, which supports decentralised solar power generation and the integration of renewable energy into agricultural electricity supply.
UP Solar Tender Revised from 3,205 MW to 2,553.5 MW
The 19.7 MW capacity covered by the latest approvals forms part of a larger solar power tender originally floated for 3,205 MW. The tender was subsequently revised to 2,553.5 MW following changes in the identified capacities of substations and agricultural feeders. Bids were invited in July 2024. According to the available tender details, the bidding process attracted 153 bidders for 494 substations, covering a capacity of 1,529.1 MW.
Letters of Award (LoAs) were issued for 566 substations with an aggregate capacity of 1,686.4 MW.
The tender is part of Uttar Pradesh’s broader efforts to expand solar power generation and facilitate renewable energy supply through agricultural electricity infrastructure.
UPERC Directs Developers to Ensure Timely Project Completion
Along with approving the power purchase agreements, UPERC directed the developers to take proactive measures to implement the projects and ensure their timely completion.
The directive highlights the importance of moving from regulatory approval to project execution so that the planned solar capacity can be developed and connected to the grid. The latest approvals represent another step in Uttar Pradesh’s efforts to expand solar energy procurement under PM-KUSUM and support the integration of renewable electricity into the state’s agricultural power supply system.
About the PM-KUSUM Scheme
The Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) is a Government of India initiative aimed at promoting solar energy in the agricultural sector. The scheme supports decentralised renewable energy generation, solarisation of agricultural electricity infrastructure and improved access to reliable power for farmers. Component C focuses on the solarisation of grid-connected agricultural pumps and related agricultural power supply arrangements.
