In a major relief for lakhs of government job aspirants, the Centre has announced sweeping reforms aimed at significantly reducing the recruitment time for the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC).

Minister of State for Personnel Dr. Jitendra Singh informed Parliament that a series of technology-driven and administrative reforms have been introduced to make the recruitment process faster, more transparent and efficient.

Recruitment Cycle Gets Shorter

One of the biggest changes is the reduction in recruitment timelines.

The UPSC recruitment cycle has been shortened from around 15 months to 13 months, while the SSC recruitment process, which earlier stretched between 15 and 18 months, is now expected to be completed within six to eight months.

The move is expected to reduce the waiting period between examination, result declaration and appointment, allowing candidates to join government service much earlier.

SSC Introduces Digital Recruitment Process

The Staff Selection Commission has shifted all its examinations to the Computer-Based Test (CBT) mode as part of the reforms.

The Commission has also introduced an e-Dossier system, enabling digital transmission of candidates’ records and reducing paperwork.

Document verification will now be conducted electronically, replacing lengthy manual procedures that often delayed appointments.

Sliding Mechanism to Prevent Vacant Posts

To ensure that vacancies do not remain unfilled, SSC has introduced a new “sliding mechanism.”

Earlier, candidates selected for multiple posts often accepted only one appointment, leaving other vacancies vacant.

Under the new system, such vacancies can now be automatically offered to the next eligible candidates based on merit, improving vacancy utilisation and speeding up recruitment.

UPSC Adopts AI and Face Authentication

The UPSC has incorporated advanced technology to strengthen examination integrity.

Artificial Intelligence-based verification has been introduced in the Civil Services Examination to accurately monitor candidates’ examination attempts and improve data validation.

Face authentication has also been made mandatory to prevent impersonation and other examination malpractices.

Faster Joining Through Self-Attestation

The government has also introduced provisional appointment based on self-attested documents to avoid delays caused by lengthy verification processes.

Government departments have been directed to complete verification of character and caste certificates within six months.

Even if verification is pending beyond this period, the candidate’s service will not be adversely affected, ensuring that appointments are not unnecessarily delayed.

More Candidate-Friendly Measures

Several additional reforms have been introduced to improve transparency and accessibility.

The fee for raising objections after the release of UPSC answer keys has been reduced, making the grievance redressal process more affordable.

Candidates with disabilities (PwDs) have also been assured the right to choose their preferred examination centres, making the recruitment process more inclusive.

Relief for Millions of Aspirants

The reforms are expected to benefit millions of candidates preparing for central government jobs by reducing uncertainty and ensuring quicker appointments.

With increased digitisation, AI-enabled verification, streamlined documentation and shorter recruitment cycles, the government aims to modernise the country’s recruitment system while improving transparency, efficiency and service delivery.
