Uttar Pradesh Govt to Award ₹50 Lakh to Best-Performing Gram Panchayats Under CM Special Scheme

Panchayats will be evaluated on sanitation, waste management, basic facilities, public services, revenue generation and development work, with applications open until September 30.

Lucknow: The Uttar Pradesh government will honour Gram Panchayats showing outstanding performance in development works with the Chief Minister Special Award. Selected Gram Panchayats will receive a cash prize of ₹50 lakh under the scheme.

The Gram Panchayats will be evaluated on the basis of their performance across various development parameters, including basic infrastructure, sanitation, drinking water facilities, delivery of public services and implementation of welfare schemes.

The selection process has already begun, and interested Gram Panchayats can submit their applications until September 30.

Gram Panchayats to Be Selected Across Different Categories

Under the Chief Minister Special Award scheme, Gram Panchayats can apply in different categories based on their development achievements.

The categories include:

  • Gram Panchayats carrying out door-to-door waste collection.
  • Panchayats implementing liquid waste management.
  • Gram Panchayats generating their own revenue.
  • Panchayats working under the Mera Talab Meri Yojana.
  • Panchayats providing public services through Common Service Centres (CSCs).
  • Other categories covering different areas of development and public service delivery.

One Gram Panchayat showing the best performance will be selected in each category.

Development Work and Basic Facilities to Be Evaluated

The evaluation will consider the overall development and performance of participating Gram Panchayats.

Key areas to be considered include:

  • Development works carried out in the Gram Panchayat.
  • Availability and condition of basic facilities.
  • Sanitation arrangements.
  • Drinking water facilities.
  • Public services available at the Panchayat level.
  • Implementation of government welfare schemes.
  • Facilities and services provided to rural residents.
  • Innovation undertaken by the Panchayat.
  • Effective utilisation of available resources.

The selected Panchayats will not only receive the award but their successful initiatives will also be presented as examples for other Gram Panchayats.

Two-Stage Evaluation Process for Award Selection

The scheme includes a structured evaluation process for selecting the best-performing Gram Panchayats.

A Gram Panchayat can apply in only one category. Applicants will first have to complete a 20-mark questionnaire.

Panchayats securing at least 60% marks in the initial assessment will be allowed to proceed to the next stage, where they will have to complete an 80-mark special questionnaire.

A divisional-level team will examine and verify the applications and the work carried out by the participating Panchayats.

The final selection decision will be taken at the state level.

₹50 Lakh Award to Support Further Development

The selected Gram Panchayats will receive ₹50 lakh as the award amount.

The financial assistance is expected to help the winning Panchayats further strengthen their development activities and improve facilities for rural residents.

The scheme also aims to showcase successful development models so that other Gram Panchayats can learn from and adopt effective practices.

Applications Open Until September 30

The application process for the Chief Minister Special Award has already started.

Interested Gram Panchayats must submit their applications by September 30. After the application process, the submitted details and development works will be examined and verified before the final selection.

Manoj Tyagi, District Panchayati Raj Officer (DPRO), said that the application process has been initiated and eligible Gram Panchayats can apply within the prescribed deadline.
