Lucknow: In a first-of-its-kind initiative in the state’s bureaucratic history, Uttar Pradesh Chief Secretary S.P. Goyal released the IAS Grading Booklet at the Chief Secretary’s office in Lok Bhawan. This release, conducted on the very first day of the year, marks a significant step toward transparency and efficiency in bureaucratic evaluations.
The event saw the participation of senior officials including Chief Minister’s Secretary IAS Surendra Singh, Special Secretary (Appointments) IAS Annapurna Garg, IAS Vijay Kumar, and several other section officers.
Principal Secretary M. Devraj Key to the Launch
Principal Secretary (Appointments) M. Devraj played a pivotal role in ensuring the timely release of both IAS and PCS grading booklets. He stated that the initiative not only consolidates the service history, promotions, and achievements of officers but also encourages administrative transparency and respect.
“The release of these booklets is a great encouragement for IAS and PCS officers. It will infuse new energy into the bureaucracy and inspire young officers to serve the state with dedication,” said M. Devraj.
Significant Cadre Expansion by the Central Government
The Department of Personnel and Training (DoPT) has sanctioned 27 new IAS posts and 9 additional posts in Uttar Pradesh after a cadre review, raising the total number of IAS officer positions in the state to 683.
This expansion is expected to strengthen administrative capacity and accelerate development work across various departments in the state.
Promotion of PCS Officers to IAS Cadre
A major highlight of the booklet release is the promotion of 30 officers from the PCS to IAS cadre in 2026, recognizing their hard work and merit. These officers, from the 2010 and 2011 batches, are now serving in important administrative positions.

- Raj Kumar Dwivedi – Additional Commissioner, Mirzapur
- Rakesh Kumar Patel – Additional Commissioner, Lucknow
- Sushila – Additional Commissioner, Kanpur
- Alok Kumar – ADM FR, Gonda
- 2011 Batch Promoted Officers Include:
- Vaibhav Mishra – ADM FR, Kushinagar
- Vivek Srivastava – Secretary, LDA, Lucknow
- Yoganand Pandey – ADM City, Ayodhya
- Pradeep Kumar Yadav – ADM, Saharanpur
- Amit Kumar – Additional Commissioner, Meerut Division
- Poonam Nigam – Deputy Secretary, UP PCS, Prayagraj

A Step Towards Bureaucratic Transparency and Efficiency
By releasing the grading booklet on January 1 for the first time, Uttar Pradesh has set a precedent in timely and organized performance evaluation of IAS and PCS officers. This initiative is expected to improve clarity in annual performance assessments and strengthen administrative accountability across the state.
