Uttar Pradesh to Set Up 16 Industrial Zones Under SVPEIZ Scheme to Boost Investment and Employment

New industrial hubs will offer plug-and-play facilities, skill development centres and one-stop employment ecosystem to attract businesses and create jobs across the state.

Lucknow: The Uttar Pradesh government has announced plans to establish 16 industrial areas in the first phase under the Sardar Vallabhbhai Patel Employment and Industrial Zone (SVPEIZ) scheme to increase investment opportunities and generate employment across the state.

The initiative aims to develop Uttar Pradesh as an integrated industrial and skill development network based on the ‘Hub and Spoke’ model, providing industries with modern infrastructure and creating new opportunities for youth.

16 Industrial Areas to Be Developed Through Different Authorities

The first phase of the SVPEIZ scheme will include industrial zones developed through various government agencies.

The proposed distribution of industrial areas includes:

  • 5 industrial areas through the Micro, Small and Medium Enterprises (MSME) Department.
  • 5 industrial areas through the Uttar Pradesh State Industrial Development Authority (UPSIDA).
  • 2 industrial areas through the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA).
  • 2 industrial areas through the Yamuna Expressway Industrial Development Authority (YEIDA).
  • 1 industrial area through the Greater Noida Authority.
  • 1 industrial area through the Gorakhpur Industrial Development Authority (GIDA).

These industrial zones will focus on attracting new investments and supporting industrial growth in different regions of Uttar Pradesh.

SVPEIZ to Create Complete Industrial and Employment Ecosystem

According to MSME Department Principal Secretary Shashi Bhushan Lal Sushil, investment and industrial activities in Uttar Pradesh have increased significantly since 2017.

Each SVPEIZ will provide a complete ecosystem for industries and entrepreneurs, including:

  • Skill development centres.
  • Industrial plots.
  • Plug-and-play industrial sheds.
  • Common facility centres.
  • Employment support centres.
  • Entrepreneurship assistance centres.
  • Digital literacy facilities.
  • Foreign language training.
  • Professional business services.

The aim is to provide industries with all necessary facilities under one integrated platform.

Plug-and-Play Facilities to Help Businesses Start Operations Faster

A major feature of the SVPEIZ scheme will be the plug-and-play industrial infrastructure, allowing entrepreneurs to begin production with minimal delay.

Under this system, businesses will get ready-to-use industrial spaces equipped with:

  • Electricity connections.
  • Water supply.
  • Road connectivity.
  • Essential infrastructure facilities.

This approach is expected to reduce the time required for setting up industries and encourage more investors to establish units in the state.

Industrial Zones to Include Green Areas and Modern Infrastructure

All SVPEIZ locations will be developed with dedicated areas for:

  • Industrial units.
  • Skill training centres.
  • Plug-and-play facilities.
  • Green zones.
  • Roads and supporting infrastructure.
  • Commercial activities.

The integrated development model aims to create sustainable industrial centres while ensuring better facilities for businesses and workers.

One-Stop Employment Ecosystem for Youth

The Uttar Pradesh government plans to create a one-stop employment ecosystem through these industrial hubs.

The industrial zones will support youth by providing:

  • Industry-focused training.
  • Skill development programmes.
  • Employment assistance.
  • Opportunities to connect with new industries.

From skill training to industrial establishment, the SVPEIZ model is designed to link employment generation with industrial expansion.

SPV Model to Ensure Effective Management of Industrial Hubs

For each industrial hub, a Special Purpose Vehicle (SPV) will be formed to manage and coordinate development activities.

The key investor associated with each hub will be appointed as the chairperson of the respective SPV, ensuring active participation from industry stakeholders.

Through the SVPEIZ scheme, Uttar Pradesh aims to strengthen its position as an investment-friendly state while creating large-scale employment opportunities and promoting sustainable industrial development.
