Dehradun: The Uttarakhand government has successfully utilised the first installment of ₹484 crore sanctioned under the Centre’s Special Assistance to States for Capital Investment (SASCI) Scheme 2025-26 for development projects. Following the submission of the utilisation certificate to the Centre, the state has received the second installment of ₹250 crore, bringing fresh momentum to ongoing developmental activities. The state is now also eligible to claim an additional incentive of ₹734 crore from the Centre for timely and effective utilisation of funds.
Timely Utilisation Demonstrates Effective Governance
The Pushkar Singh Dhami government has met the Centre’s expectations by effectively using capital expenditure for development projects and implementing land reforms in both rural and urban areas. The first installment of ₹484 crore was utilised for 43 projects across 11 departments, including Medical Education, Irrigation, Home, Industries, Housing, Higher Education, Technical Education, Sanskrit Education, Transport, Energy, and Drinking Water.
By promptly sending the utilisation certificate to the Centre, Uttarakhand not only received the second installment of ₹250 crore but also positioned itself to claim additional financial incentives under the “first come, first serve” policy.

Additional Incentive of ₹734 Crore
According to Finance Secretary Dilip Jawalkar, the second installment will soon be allocated to the respective departments for execution of development works. The Centre’s SASCI scheme stipulates that hill states which utilise the first installment and submit the utilisation certificate promptly are eligible for 100% of the additional ₹734 crore incentive, which Uttarakhand is now actively pursuing.
Land Reforms Incentives for Rural and Urban Areas
Under SASCI-2025-26, Part Seven of the scheme mandates land reforms in rural areas, while Part Eight covers urban areas. These reforms include proper management and organisation of revenue records. Uttarakhand has already received approval for ₹60 crore for rural land reforms and ₹25 crore for urban land reforms. Proposals for development works under these incentives are currently being sent to the Centre for approval.
The timely utilisation of SASCI funds and proactive implementation of reforms highlight Uttarakhand’s commitment to efficient governance and accelerating development in both rural and urban sectors.
