At the 120th Annual Session of the PHD Chamber of Commerce and Industry (PHDCCI), Chief Minister Mr. Pushkar Singh Dhami extended a strong invitation to industry leaders to join Uttarakhand’s next phase of development. Under the theme “States as Equal Partners,” he pitched the state’s transparent governance, investor‑friendly reforms, and sustainable growth agenda as an attractive proposition for private investment.
MoUs Worth Rs. 3.56 Lakh Crore: Riding Momentum into Action
Mr. Dhami highlighted the state’s recent success in drafting deals: since its Global Investors Summit, Uttarakhand has signed MoUs totalling Rs. 3.56 lakh crore, with projects worth over Rs. 1 lakh crore already taking shape. He said these numbers reflect a commitment to translating promise into tangible outcomes.
Policy Reforms and Ease of Doing Business Drive
To support rapid industrial expansion, the state government has rolled out more than 30 new policies spanning industry, logistics, MSMEs, tourism, and startups. A robust single‑window system and the digitisation of over 260 commercial services further simplify approvals, reducing red tape and accelerating project launches.
Infrastructure & Sectoral Clusters in Focus
Mr. Dhami unveiled ambitious infrastructure plans: a 900-acre international airport near Rudrapur, a smart industrial township, and specialized cluster zones like Aroma Park in Kashipur, Plastic Park in Sitarganj, and a Multimodal Logistics Park in Pantnagar. These initiatives are intended to attract sectoral investments and job creation.
Innovation, Startups & Women at the Core
The state’s innovation ecosystem was spotlighted with mention of the Uttarakhand Innovation Hub (U‑Hub) and a Rs. 60 crore incubation centre. He also placed women’s enterprises at the heart of growth, citing the success of the “House of Himalayas” brand, which markets self‑help group products across India.
Strategic Invitation for Data & Telecom Expansion
In his address, Mr. Dhami commended collaborative efforts with the central government to expand telecom infrastructure and data capacity. He invited states and enterprises to locate data centres and disaster recovery facilities in Uttarakhand, citing its lower seismic risk and supportive policy environment.
Governance, Accountability & Sustainable Vision
Emphasizing his administration’s credo of minimum government, maximum governance, Mr. Dhami affirmed zero tolerance for corruption and noted decisive actions against over 200 officials. He further reinforced that with 71 per cent of land under forest cover, development in Uttarakhand must always be in harmony with environmental sustainability.
From Invitation to Impact: A State Prepared to Transform
Uttarakhand under Mr. Dhami is positioning itself not merely as a beneficiary of investment, but as an active partner with industry. The multi‑pronged strategy—policy reforms, infrastructure, innovation, social inclusion, and environmental care—is designed to convert promise into progress, and to place the state firmly among India’s most competitive investment destinations.
