Dehradun: A total of 106 young people from Uttarakhand have secured employment in foreign countries through the state government’s Skill Upgradation and Global Employment Scheme, with Japan emerging as the leading destination.
According to information shared by the state government, 75 beneficiaries are working in Japan, 30 in Saudi Arabia and one in Germany. Their employment spans healthcare, hospitality and other sectors.
The initiative, approved in May 2023 at the initiative of Chief Minister Pushkar Singh Dhami, aims to prepare Uttarakhand’s youth for international job markets through foreign-language training and skill development aligned with overseas employment requirements.
158 Foreign-Language Training Centres Operating Across Uttarakhand
To prepare candidates for employment abroad, the state has established a Foreign Employment Cell under the Department of Skill Development and Employment. The cell coordinates the scheme’s implementation and efforts to connect trained candidates with overseas opportunities.

Uttarakhand currently has 158 German- and Japanese-language training centres. Their distribution includes:
- Dehradun: 75 German-language centres and 45 Japanese-language centres.
- Almora: 22 German-language centres.
- Bageshwar: 16 Japanese-language centres.
Training is being conducted in multiple batches across these districts. The government also plans to establish additional foreign-language training centres in Uttarkashi and Tehri, expanding access to training beyond the existing locations.
The programme focuses on helping candidates acquire language proficiency and skills relevant to employers in countries where demand for trained workers exists.
Government Explores Employment Opportunities in More Countries
Uttarakhand is also exploring potential overseas employment opportunities beyond Japan, Saudi Arabia and Germany.
Dhami recently held discussions with Indian diplomatic representatives serving in Jamaica, Ethiopia and Zambia regarding employment prospects and the demand for skilled workers in these countries.
Following the discussions, officials were directed to prepare a plan to train young people according to the workforce requirements of these potential employment destinations.
Highlighting the scheme’s progress, Dhami said, “The chief minister’s Skill Upgradation and Global Employment Scheme has delivered encouraging results. In view of its success, the number of foreign language training centres has been increased. Young people are being equipped with the skills and training required to meet global demand. Officials have been directed to prepare a comprehensive action plan in this regard.”
The next phase of the initiative will focus on expanding training capacity and aligning candidates’ skills with international employment requirements. The state’s efforts are intended to create more pathways for Uttarakhand’s youth to access overseas jobs through structured training and employment support.
