Dehradun: More than 29,000 new micro, small and medium enterprises (MSMEs) have been established in Uttarakhand in recent years, generating employment for around 1.27 lakh youths, Chief Minister Pushkar Singh Dhami said on Thursday.
Addressing the 7th Confederation of Indian Industry (CII) Uttarakhand Industrial Summit and Expo 2026 in Haridwar, Dhami said the state government was working to create a transparent, accessible and business-friendly environment for industries and investors.
He described Haridwar as an important centre of Uttarakhand’s industrial development, alongside its significance as a spiritual destination.
Online Services and Support for Startups
Dhami said the state had strengthened its single-window clearance system, with more than 206 services from 26 major departments available online. The government has also introduced the Nivesh Mitra mechanism to address the concerns of investors and entrepreneurs.

He said the state was encouraging young people to become job creators through startups and innovation. Under the Uttarakhand Startup Policy, a venture fund of ₹200 crore has been arranged to provide financial support to startups.
The Chief Minister added that improved road, rail and air connectivity was supporting industrial and commercial activities. He cited the Rishikesh–Karnaprayag rail project and the Char Dham road project as key connectivity initiatives.
Manufacturing Cluster and Industrial Parks
The government is developing an Integrated Manufacturing Cluster across approximately 1,002 acres at Khurpia in Udham Singh Nagar district, Dhami said. The project is intended to support industrial development and create investment and employment opportunities.
He added that the state was also working to promote smaller industries beyond the plains, including through special industrial parks in Chamoli, Pauri and Almora.
A flatted factory facility is being developed in Haridwar to provide modern industrial infrastructure to small entrepreneurs. Similar facilities are planned for Selaqui and Pantnagar in the future.
Focus on Local Products and Industrial Sectors
Dhami said the government was working to connect traditional products, handicrafts and local enterprises with larger markets. Initiatives such as Ek Janpad, Do Utpad aim to give local products greater recognition at national and international levels.
He also identified pharmaceuticals, herbal products, AYUSH, engineering and auto components among the sectors in which Uttarakhand was advancing.
The Chief Minister said the state had been placed in the ‘Top Achievers’ category under the Business Reform Action Plan. He also said Uttarakhand secured first place in its category in the Export Preparedness Index 2024.
Dhami urged entrepreneurs and investors to explore the state’s industrial potential and contribute to investment and employment generation. He said the government was committed to providing a secure environment, transparent processes and improved opportunities for businesses.
CII Summit Highlights Industry’s Role
Cabinet Minister Pradeep Batra said industries were central to the country’s economy and called on businesses to focus on quality and innovation to support the goal of a developed India.
The event was attended by Ranipur MLA Adesh Chauhan, former Cabinet Minister Swami Yatishwaranand, CII Uttarakhand representatives, industry officials, district administration officials and business representatives.
During the event, Dhami also visited an exhibition set up by an industrial unit. Earlier, he met police personnel undergoing training at the helipad in the Police Lines, interacted with them and encouraged them to carry out their duties with dedication.
