On the solemn occasion of Police Commemoration Day, Uttarakhand Chief Minister Mr. Pushkar Singh Dhami paid heartfelt tribute to police and paramilitary personnel who laid down their lives in the line of duty. The event, held at the Police Lines in Dehradun, was marked not just by remembrance but also by a forward-thinking roadmap for police welfare, infrastructure, and modernization.
Honoring Bravery, Enabling Legacy
Floral tributes were offered to fallen heroes, and their families were honored in a deeply emotional ceremony. Mr. Dhami emphasized that the courage and sacrifice of these personnel form the “foundation of national security” and serve as a constant source of inspiration.
The Chief Minister highlighted the loss of four brave officers from Uttarakhand among 186 martyrs nationwide over the past year, stating, “Their dedication is eternal, and our resolve to support their families and colleagues is unwavering.”
Key Announcements for Force Empowerment
A slew of developmental and welfare-focused initiatives were unveiled, including:
- Silver Jubilee Medal for all Uttarakhand Police personnel on the state’s 25th anniversary
- Rs. 100 crore annual allocation for residential police housing over the next three years
- Increase in Police Welfare Fund from Rs. 2.5 crore to Rs. 4.5 crore
- Construction of five SDRF barracks across multiple districts
The announcements reflect the state’s strategic focus on both honoring its forces and reinforcing their operational capacities.
Infrastructure and Smart Policing Vision
In a bid to support the vision of smart policing, Mr. Dhami announced that over Rs. 500 crore has already been allocated in the last three years for police infrastructure. Currently, 688 residential quarters and administrative buildings are under construction, with another 120 to begin soon.
Upgraded barracks, modern mess facilities, and digitized workspaces are also part of the infrastructure overhaul. A sum of Rs. 5 crore has been earmarked to implement newly introduced criminal laws, and all personnel are now covered under a cashless medical facility through the state health scheme.
Tech-Driven Training and Capacity Building
With crimes evolving in the era of AI and cyber threats, the CM stressed the importance of future-ready training. Key steps include:
- Police personnel being trained at national-level AI and cybercrime institutions
- Development of PTC Narendra Nagar as a Centre of Excellence
- Investment in anti-narcotics and cybercrime task forces
- Over Rs. 63 crore recovered from cyber frauds and returned to victims
- 6,199 drug traffickers prosecuted, and drugs worth Rs. 275 crore seized under the three-tier Anti-Narcotics Force
These efforts, the CM noted, are a response to the evolving nature of crime and public safety.
Promotions, Recruitment, and Compassionate Support
In 2025 alone, 356 officers and staff were promoted, and 215 personnel received service medals. Another 115 promotions are in process. Recruitment efforts are ongoing for 222 Sub-Inspectors and 2,000 constables, while 136 dependents of deceased personnel have been appointed under compassionate grounds.
Additionally, sportspersons are being inducted under the Uttarakhand Sports Policy, adding new energy and diversity to the force.
Seamless Governance and Health Focus
Mr. Dhami stated that all procedures concerning salaries, allowances, leaves, and reimbursements have been completely digitized. A new SDRF unit with 162 approved posts is also being operationalized for enhanced disaster preparedness.
Further, the CM urged police leadership to conduct regular mental health and stress management programs, recognizing the psychological challenges of the profession.
Commendation for Field Excellence
The CM lauded Uttarakhand Police’s successful management of over 4 crore Kanwar Yatra pilgrims and 50 lakh Char Dham Yatra pilgrims, along with smooth execution of VIP, national, and international events. The force was also praised for its swift disaster response that saved numerous lives.
National Recognition and Strategic Importance
Mr. Dhami praised the establishment of the National Police Memorial by Prime Minister Mr. Narendra Modi, calling it a beacon for future generations. He also emphasized Uttarakhand’s geostrategic importance, adding that the role of its police in maintaining peace and border-area stability is irreplaceable.
