Uttarakhand Chief Secretary Orders Vision Document 2047 Preparation, Reviews District Development and Sets March Deadline

Dehradun: Uttarakhand Chief Secretary Anand Bardhan conducted a detailed review of district-wise development projects, emphasizing the preparation of Vision Document 2047 at state, district, and panchayat levels. He instructed officials to organize workshops promptly to define long-term development priorities and set a clear roadmap for sustainable growth.

March Deadline for District Planning Committees

Chief Secretary Bardhan directed that all district planning committee meetings be conducted by March to ensure timely approval and implementation of development projects. He stressed that estimates for planned works should be prepared in advance to prevent administrative and financial delays. The instructions also highlighted the need to revise district planning guidelines to address public grievances more effectively and make local plans more flexible and impactful.

Focus on Decentralized Procurement and Efficient Implementation

Bardhan emphasized giving departments such as horticulture, agriculture, and animal husbandry greater authority for district-level procurement. He suggested exploring options like multi-year price setting to enhance efficiency and stability in program execution. This approach aims to save time and streamline project implementation at the local level.

Citizen Engagement and Livelihood Programs

The Chief Secretary directed that complaints and suggestions received under the “Jan-Jan Ki Sarkar” initiative be incorporated into district and state plans according to their nature. Monthly review meetings for state sector programs like DAP and CCS were made mandatory, alongside rigorous monitoring of livelihood schemes at the district level. Quarterly state-level reviews under the Chief Secretary’s chairmanship will ensure effective implementation of employment and self-employment programs.

Special Focus on Women’s Schools

Anand Bardhan also issued strict guidelines for improving infrastructure in government girls’ schools. All toilet construction projects must be completed by March 8, 2026, with a permanent plan for maintenance and cleanliness. This initiative underscores the state’s commitment to providing safe and hygienic learning environments for female students.

Looking Ahead: Strategic and Sustainable Development

The Chief Secretary’s directions aim to create a results-driven governance model that integrates long-term planning with citizen-centric implementation. By combining Vision Document 2047, decentralized decision-making, and robust monitoring mechanisms, Uttarakhand is set to strengthen its administrative efficiency and enhance development outcomes across all districts.
