Mumbai: The Mumbai Port Authority has invited domestic and international bids for the development of the Viksit Bharat Mumbai Marina, a ₹922.67-crore project planned at Victoria Dock to expand marine tourism and waterfront infrastructure in Mumbai.
The project will be developed under the Design, Build, Finance, Operate and Transfer (DBFOT) model, with a concession period of 45 years. Once fully developed, the marina will cover a protected water area of 37.3 hectares and accommodate 604 yachts, with 424 berths planned in the first phase.
The initiative, being undertaken by the Mumbai Port Authority under the Ministry of Ports, Shipping and Waterways, aims to create an integrated maritime facility combining yacht berthing, sailing, hospitality, recreation and tourism-related services.
Viksit Bharat Mumbai Marina: Key Project Details
The marina is planned as a full-service facility integrating marine infrastructure with commercial and tourism amenities.
The selected concessionaire will be responsible for developing the landside facilities, expanding the marina’s berthing capacity beyond the first phase, and operating and maintaining the facility during the concession period. The assets will subsequently be transferred to Mumbai Port Authority.
Five-Star Hotel, Yacht Club and Sailing School Planned
Beyond yacht berthing, the project envisages a range of commercial, recreational and tourism facilities intended to support a comprehensive waterfront experience.
The planned landside infrastructure includes:
- Marina terminal building: A dedicated facility for marina operations and visitors.
- International-standard sailing school: Infrastructure for sailing education and related activities.
- Yacht club: A dedicated facility for yacht owners and sailing enthusiasts.
- Yacht repair yard: A repair and maintenance facility planned at Haji Bunder.
- Dry stack facility: Infrastructure for storing boats outside the water.
- Fuel station: Fuel services for vessels using the marina.
- Five-star hotel: Hospitality infrastructure for visitors and marina users.
- Tourism business centre: Facilities for tourism-related commercial activities.
- Food and beverage and retail zones: Spaces for dining, shopping and visitor services.
- Boat-show and events ground: A venue for maritime exhibitions and related events.
Together, these facilities are intended to combine marina operations with hospitality, leisure and tourism services.
Mumbai Port Authority Has Started Marine Works
Mumbai Port Authority has already commenced marine works for the project, including infrastructure intended to support the first phase of approximately 424 berths.
The ongoing works include:
- Construction of a piled breakwater with an approach trestle measuring approximately 150 metres.
- Development of six piled service platforms.
- Installation of floating pontoons and gangways for approximately 424 berths.
- Capital dredging to prepare the required water area.
The authority has also obtained environmental and Coastal Regulation Zone (CRZ) clearances for the entire project area.
While the port authority is undertaking the marine works, the selected concessionaire will develop the landside facilities, expand berthing capacity beyond Phase I, and manage operations and maintenance under the 45-year concession.
Bidding Process and Important Dates
The tender follows a single-stage, two-envelope electronic bidding process. Interested parties can participate either as individual entities or as consortia comprising up to four members.
The preferred bidder will be selected based on the revenue-sharing offer made to Mumbai Port Authority. Specifically, bidders must quote the percentage of gross revenue they will share with the authority, with the highest quoted share determining the preferred bidder.
The key tender dates are:
- October 28, 2026: Last date for submission of pre-bid queries.
- October 30, 2026: First pre-bid meeting.
- November 25, 2026: Second pre-bid meeting.
- December 15, 2026: Deadline for bid submission.
The Request for Proposal (RFP), Draft Concession Agreement and Feasibility Report are available through the e-procurement portal.
Port Authority Sees Opportunity in Marine Tourism
Mumbai Port Authority Chairperson Dr. M. Angamuthu, a 2002-batch IAS officer of the Assam-Meghalaya cadre, said the marina would help open part of Mumbai’s working harbour to organised marine tourism, sailing and waterfront services while keeping port operations and safety central to the development.
He also invited credible domestic and international investors to participate in the project, noting that marine works were already underway and the necessary clearances had been obtained.
The project is part of the authority’s broader efforts to expand cruise tourism, harbour services and waterfront development while making greater use of port-linked areas for city-related activities.
Marina Project Part of Mumbai’s Wider Waterfront Development
The Viksit Bharat Mumbai Marina forms part of Mumbai Port Authority’s wider initiatives to develop maritime tourism and improve access to waterfront facilities.
Other initiatives cited by the authority include:
- Mumbai International Cruise Terminal: Supporting cruise tourism and passenger services.
- Water taxi network: Expanding water-based transport connectivity.
- Heritage waterfront precincts: Supporting the development and utilisation of Mumbai’s maritime heritage areas.
The proposed marina adds yacht berthing, sailing facilities, hospitality and commercial services to this broader development effort.
With a 45-year concession and a planned capacity of 604 yachts, the project is intended to establish an integrated marina facility at Victoria Dock while creating opportunities for private-sector participation in Mumbai’s maritime tourism infrastructure.
