New Delhi: The Centre has approved the inter-cadre deputation of Indian Police Service (IPS) officer VSR Ananthnag from the West Bengal cadre to the Andhra Pradesh cadre for a period of three years. In a separate administrative decision, the Department of Personnel and Training (DoPT) has selected Indian Revenue Service (IRS) officer Vivek Rathee for appointment as Deputy Secretary in the Ministry of Statistics and Programme Implementation in Delhi under the Central Staffing Scheme.
The two decisions involve officers from different civil services and cover a state-level police assignment and a central government posting. While Ananthnag’s deputation will allow him to serve in Andhra Pradesh for three years, Rathee has been selected for a four-year tenure as Deputy Secretary, subject to the terms specified in the appointment order.
IPS Officer VSR Ananthnag Deputed to Andhra Pradesh for Three Years
The inter-cadre deputation of VSR Ananthnag, an IPS officer of the 2011 batch belonging to the West Bengal cadre, to the Andhra Pradesh cadre has been approved for a period of three years.
Inter-cadre deputation allows an officer to serve in a cadre other than the one to which the officer is originally allotted, subject to the applicable rules and approval of the competent authorities.
Ananthnag’s deputation will enable him to serve in the Andhra Pradesh cadre for the approved period. The information provided does not specify his posting within the state, the precise date on which the deputation will begin or the position he will hold during the assignment.
IRS Officer Vivek Rathee Selected as Deputy Secretary in Statistics Ministry
In a separate development, the DoPT has selected Vivek Rathee, an IRS officer of the 2016 batch belonging to the Customs and Indirect Taxes (C&IT) stream, for appointment as Deputy Secretary in the Ministry of Statistics and Programme Implementation in Delhi.
Rathee was recommended for central deputation by the Department of Revenue. Following this recommendation, he was selected for the post under the Central Staffing Scheme, through which officers from various services are appointed to positions in central government ministries and departments.
According to the appointment order, Rathee’s tenure will be for four years from the date he assumes charge of the post, or until further orders, whichever occurs earlier.
The appointment order also directs that he be relieved of his current duties immediately so that he can take up his new assignment in the Ministry of Statistics and Programme Implementation in Delhi.
Four-Year Tenure Under the Central Staffing Scheme
Rathee’s appointment as Deputy Secretary is being made under the Central Staffing Scheme, which facilitates the placement of eligible officers in central government ministries and departments.
The tenure specified in the order is four years from the date of taking over charge. However, the order makes it clear that the appointment may end earlier if further orders are issued.
The appointment also carries a prescribed timeline for joining the new post. The DoPT has referred to the directions of the Appointments Committee of the Cabinet (ACC), conveyed through DoPT Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005.
Under these directions, an officer is required to join the assigned post within three weeks from the date of issue of the DoPT appointment order. Failure to join within the stipulated period may result in the initiation of debarment proceedings under the Central Staffing Scheme.
Accordingly, Rathee is required to take up his new assignment within the prescribed timeframe, in accordance with the appointment order and the applicable instructions.
Key Details of the Two Administrative Decisions
The two decisions concern different aspects of officer deployment. VSR Ananthnag’s approval relates to a three-year inter-cadre deputation from West Bengal to Andhra Pradesh, while Vivek Rathee’s selection involves a central deputation as Deputy Secretary in the Ministry of Statistics and Programme Implementation.
Ananthnag belongs to the 2011 batch of the IPS and the West Bengal cadre. Rathee belongs to the 2016 batch of the IRS (C&IT) and was recommended for central deputation by the Department of Revenue.
While Ananthnag’s approved deputation is for three years, Rathee’s appointment carries a four-year tenure from the date he assumes charge, or until further orders, whichever is earlier.
Together, the decisions reflect the movement of officers across state cadres and central government departments to take up new administrative responsibilities.
