From Mizoram Civil Service to the IAS

Lalengmawia began his administrative career in 1991 after joining the Mizoram Civil Service. He served in the state administration for more than two decades before being inducted into the Indian Administrative Service on March 19, 2014.

His IAS seniority is associated with the 2005 batch of the AGMUT cadre. His induction marked a significant milestone in a career built through state-level administrative responsibilities and service across multiple departments.

Over the years, he handled a range of assignments involving government coordination, departmental administration, education and electoral management. These postings gave him experience across several important areas of governance in Mizoram.

Key Administrative Positions Held by H Lalengmawia

During his career, Lalengmawia held several important positions in the Mizoram government. His assignments covered a wide range of administrative functions, from electoral management and education to home affairs, health and environmental protection.

He served as Joint Chief Electoral Officer, State Protocol Officer and Director of School Education. These roles involved responsibilities related to electoral administration, official protocol and the management of the state’s education system.

He also served as Commissioner and Secretary in several departments, including Home; Environment, Forests and Climate Change; and Health and Family Welfare. His other departmental responsibilities included Power and Fisheries, according to the available biographical information.

His experience across these portfolios gave him exposure to both policy implementation and the administrative coordination required to manage different wings of the state government.

Served as Mizoram’s Chief Secretary for a Month in 2024

One of the significant milestones in Lalengmawia’s career came in 2024, when he served briefly as Mizoram’s Chief Secretary.

He took over the responsibility following the retirement of Renu Sharma and held the position for approximately one month. Khilli Ram Meena subsequently took charge as the state’s Chief Secretary.

The Chief Secretary is the senior-most civil servant in a state government and plays a central role in coordinating the work of departments, advising the political executive on administrative matters and ensuring the implementation of government policies.

Although Lalengmawia’s tenure in the position was brief, the assignment placed him at the highest level of Mizoram’s state administration.

Institutional Responsibilities and Election Observer Assignments

Beyond his regular departmental postings, Lalengmawia also served in institutional and oversight roles.

He worked as an Election Observer in several states, undertaking responsibilities associated with the electoral process. Election observers help monitor the conduct of elections and assess compliance with established procedures.

He also served as Chairman of the Empowered Committee of the Government of Mizoram and the Mizoram State Branch of the Indian Red Cross Society.

His institutional responsibilities extended to educational and technical organisations. He held positions on the executive boards of the North Eastern Regional Institute of Science and Technology (NERIST) and the Regional Institute of Paramedical and Nursing Sciences (RIPANS). He was also associated with the Executive Council of Mizoram University.

These assignments added institutional management, education and public-service oversight to his experience in conventional government administration.

Received Chief Minister’s Award for Excellence in Public Administration in 2025

In recognition of his contribution to public administration, Lalengmawia received the Chief Minister’s Award for Excellence in Public Administration in 2025.

The award recognised his work during a career spanning more than three decades in government service. His administrative responsibilities included senior positions across multiple departments, as well as his brief tenure as Chief Secretary.

He retired from government service on November 30, 2025, after his long career in the Mizoram administration.

His subsequent appointment as State Chief Information Commissioner has brought him back into a public institutional role, this time in the field of information oversight.

The State Chief Information Commissioner heads the state-level information commission, which operates under the Right to Information framework. The commission’s responsibilities include adjudicating appeals and complaints arising under the Right to Information Act, 2005, within its jurisdiction.
