When you picture the top bureaucrat of a state, you might imagine someone with a pedigree in economics, law, or public administration. Rarely does one expect a doctor of veterinary science to be seated in the most powerful office of Goa’s bureaucracy. Yet, Dr. V. Candavelou, IAS, has defied these expectations at every turn.
A native of the AGMUT cadre, one of India’s most dynamic administrative zones covering Arunachal Pradesh, Goa, Mizoram, and Union Territories, Dr. Candavelou joined the civil services in 1997. His journey started far from the corridors of power, rooted instead in the study of animal health. Armed with a Master’s in Veterinary Science, a Law degree from Delhi University, a Doctorate, and an MA in Public Policy from the Netherlands, he was not just academically accomplished but carried the rare blend of technical insight and legal understanding.
AN UNUSUAL PATH THROUGH PUDUCHERRY
Long before he rose to Goa’s Chief Secretary post, Dr. Candavelou made his mark in the serene yet politically complex Union Territory of Puducherry. In February 2014, he stepped into the role of Secretary to the Government of Puducherry under the Personnel & Administrative Reforms Department. But mere secretarial tasks were not enough for a man who liked to keep his canvas wide.
He soon took additional charge as the Chief Electoral Officer. At a time when public apathy towards voting was a challenge, he rolled out voter awareness programs that not only drew crowds to the booths but also earned him the Best Electoral Practices Award from the Election Commission of India in 2020. His tenure brought sharper focus to environmental governance, rural development, and revenue management – departments that often slip under the radar but shape the daily lives of millions.
GUARDING ISLANDS AND IDEAS
The next chapter of Dr. Candavelou’s journey unfolded amidst the turquoise waters and fragile ecosystems of the Andaman & Nicobar Islands. He moved there in April 2015, carrying his Puducherry learnings to one of India’s most ecologically sensitive territories.
As Commissioner-cum-Secretary, he juggled multiple roles. He oversaw Health, Civil Aviation, Disaster Management, and Parliamentary Affairs. He also guided the Islands’ Environment & Forest policies. No small feat given the constant balancing act between development and conservation in this remote region.
His efforts didn’t go unnoticed. Under his watch, the Andaman & Nicobar Islands received a Certificate of Commendation for their growing startup culture, a rare feat for a territory often left out of India’s entrepreneurial map.
THE GOA ASSIGNMENT
In June 2022, the files on Dr. Candavelou’s desk changed once more, this time, they were marked with the familiar curves of Goa’s coastline. As Principal Secretary (Finance) under Chief Minister Dr. Pramod Sawant’s government, he was tasked with steering the state’s fiscal policy, planning, industry, ports, statistics, river navigation, and even the delicate worlds of handicrafts, textiles, and coir.
But his impact didn’t stop at balance sheets and budget books. He took on the leadership of the Goa Institute of Public Administration & Rural Development (GIPARD), guiding new civil servants and frontline officers. As Chairperson of the Goa Staff Selection Commission (GSSC), he strengthened recruitment systems that decide who gets to shape the state’s day-to-day governance.
Even as he balanced these responsibilities, his veterinary roots kept him grounded in public health issues. In 2023, on World Veterinary Day, he stood with experts and communities to push for stronger rabies control programs, calling for practical solutions to animal-borne diseases that still haunt rural India.
RISING TO THE HELM
The milestone came in October 2024. Dr. V. Candavelou was appointed Chief Secretary of Goa, the first from his 1997 AGMUT batch to rise to this office. It wasn’t just a transfer of power; it was a shift that brought a quiet, consistent style of leadership to the state’s highest bureaucratic seat.
Now, Goa’s administrative command rests in his hands. Finance, Vigilance, Mines & Geology, Forests, Civil Aviation, Public-Private Partnerships, Home Affairs, Personnel & Administrative Reforms – his portfolio reads like a map of Goa’s present and its future.
One of his first crucial moments as the state’s fiscal head came when he joined Chief Minister Sawant in Delhi for the pre-budget consultation with Union Finance Minister Nirmala Sitharaman in mid-2024. While many approach such meetings with predictable demands, Dr. Candavelou pushed for integrated infrastructure. Rail connectivity, tourism projects, and water security, issues that define Goa’s growth beyond its postcard beaches.
EMPANELLED FOR BIGGER CALLS
While Goa’s files keep him busy, Delhi too has taken note. In May 2024, the Appointments Committee of the Cabinet cleared his name for Additional Secretary-level postings at the Centre. It means that any day, he could be called to shoulder national responsibilities, another chapter waiting to unfold.

Dr. V. Candavelou’s career is hard to box into a single title. A vet turned lawyer, a policy scholar turned administrator, a state head who hasn’t forgotten the power of grassroots campaigns; his story stitches together islands, Union Territories, and now the vibrant tapestry of Goa.
