Padma Jaiswal, an Indian Administrative Service (IAS) officer of the 2003 AGMUT cadre, has built a distinguished career in public administration, policy formulation, and social development. A native of Chandigarh, Ms Jaiswal’s journey from academia to a senior civil servant reflects her commitment to serving the nation through effective governance and impactful leadership. With a strong educational foundation and diverse interests, she has emerged as a respected figure in the Indian bureaucracy, contributing significantly to both state and national initiatives.

ACADEMIC AND PROFESSIONAL BEGINNINGS 

Padma Jaiswal’s academic journey laid a robust foundation for her career in public service. She completed her schooling and undergraduate education in Commerce and Management, followed by a Master’s degree in Business Administration from Panjab University Business School, Chandigarh. Her academic achievements extend beyond her MBA—she cleared the University Grants Commission (UGC) Research Fellow examination and earned a degree as a company secretary. Later she cleared UPSC and became an IAS officer. 

A MULTIFACETED CAREER IN GOVERNANCE 

As an IAS officer, Padma Jaiswal has held a variety of significant roles across state and central governments, public-sector enterprises, and regulatory bodies. Her career spans critical positions in the Election Commission, the Commission for Protection of Child Rights in Goa, and the Commission of Backward Classes in Goa. Currently serving as Secretary rank to the Government of Puducherry, Ms Jaiswal plays a key role in policy formulation and implementation, ensuring the effective execution of government schemes, programs, and projects.

KEY CONTRIBUTION IN INFRASTRUCTURE AND URBAN DEVELOPMENT 

Ms Jaiswal’s work in infrastructure development has been particularly noteworthy. She has contributed to major national initiatives like the Sagarmala and Bharatmala projects, which focus on modernising ports, enhancing logistical operations, and improving coastal community competencies. These efforts have led to better connectivity, reduced transportation costs, and economic growth in the regions under her purview.

As Municipal Commissioner of Delhi, she spearheaded urban development initiatives under the Smart Cities Mission and Swachh Bharat Abhiyan. Her leadership resulted in improvements to water supply systems, sanitation facilities, waste management, and public amenities. By collaborating with local representatives, she ensured efficient service delivery, enhancing the quality of life for urban residents.

DRIVING DIGITAL AND RURAL DEVELOPMENT 

Through the Digital India initiative, she has championed the expansion of e-governance, building secure digital infrastructure and promoting digital literacy. Her work on the Pradhan Mantri Gram Sadak Yojana and Awaas Yojana has improved rural connectivity and housing, addressing critical needs in underserved areas. Additionally, her contributions to the Kaushal Vikas Yojana have supported skill development and entrepreneurship, while her involvement in the Beti Bachao-Beti Padhao campaign has advanced gender equality and education.

As Secretary (Coordination), Ms Jaiswal managed high-profile international events, including the BRICS and ASEAN Summits held in Goa. Her diplomatic coordination and organisational skills ensured the success of these summits, showcasing India’s ability to host global events effectively.

LEADERSHIP IN DISTRICT ADMINISTRATION 

During her tenure as Deputy Commissioner in Arunachal Pradesh, Ms Jaiswal oversaw multiple districts, managing law enforcement, revenue collection, and developmental projects. Her responsibilities included maintaining law and order, supervising public funds, and addressing public grievances. As a district administrator, she acted as an intermediary between the government and the public, ensuring the smooth implementation of central and state government initiatives. Her work in revenue courts, civil administration, and criminal justice further highlighted her versatility as a public servant.

COMMITMENT TO SOCIAL JUSTICE AND EQUALITY 

Padma Jaiswal has consistently advocated for policies that promote diversity, workplace equality, and opportunities for underserved communities. Her focus on rural development, affordable housing, healthcare, and education infrastructure has helped bridge gaps in access to essential services. By prioritising the needs of marginalised populations, Ms Jaiswal has worked to make government services more inclusive and equitable.

BEYOND THE OFFICE 

Outside her demanding professional life, Padma Jaiswal maintains a rich personal life that reflects her diverse interests. An avid marathon participant, she embraces physical fitness through running and yoga. Her passion for reading books on social and psychological subjects fuels her intellectual curiosity, while her hobbies of gardening and pottery provide creative outlets to balance her high-pressure career. 

As a senior civil servant, Padma Jaiswal continues to transform governance into tangible, positive change. Her leadership in policy implementation, project management, and infrastructure finance has strengthened government service delivery and organisational efficiency. By fostering collaboration across departments and building consensus among stakeholders, she has ensured that government initiatives are both impactful and sustainable.
