Financial crime rarely begins and ends within one country’s borders. Money moves across jurisdictions, companies operate through complex structures, and investigators must follow transactions through layers of financial and legal systems. At the helm of India’s Enforcement Directorate (ED) stands Rahul Navin, a career civil servant whose professional journey began in direct taxation and international financial cooperation.
A 1993-batch Indian Revenue Service (Income Tax cadre) officer, Navin became the full-time Director of Enforcement on August 14, 2024, after serving as the agency’s in-charge Director from September 2023. His tenure has since been extended until August 13, 2027, or until further orders, whichever is earlier.
His career offers a view of how expertise in tax policy, international information exchange and transfer pricing can intersect with the work of a financial-investigation agency.

The IIT Kanpur Foundation
Navin’s academic journey began at the Indian Institute of Technology Kanpur, where he completed a B.Tech in Civil Engineering in 1990 and an M.Tech in 1993. He later earned an MBA from Swinburne University of Technology in Melbourne, Australia.
Although his professional life developed in taxation rather than civil engineering, his qualifications established a technical and management foundation before his career took him into public service.
He went on to spend more than three decades in the Income Tax Department, working across tax policy, international taxation and transfer pricing. These assignments placed him in areas where financial transactions, corporate structures and tax rules intersect.
Working Across Borders
Between July 2000 and April 2004, Navin served as Under Secretary in the Tax Policy Division of the Central Board of Direct Taxes (CBDT). He subsequently worked in the International Taxation Directorate in Mumbai from 2004 to 2008.
During the Mumbai assignment, he was instrumental in raising tax demands on several offshore transactions whose underlying assets were in India.
His next significant assignment came in April 2011, when he joined the CBDT’s Foreign Tax and Tax Research Division as Director, serving until November 2015.
The role involved negotiating bilateral and multilateral agreements for the exchange of information and coordinating information requests made and received by the Income Tax Department. He also regularly attended meetings of the Financial Action Task Force (FATF), the Organisation for Economic Co-operation and Development (OECD), the Global Forum on Transparency and Exchange of Information, and the G20 as an Indian delegate.
The work brought him into contact with the international frameworks through which tax authorities cooperate across borders.
A Specialist in Transfer Pricing
From November 2015 to November 2017, Navin served as Commissioner of Transfer Pricing, supervising audits involving intangible assets, cost-contribution arrangements, royalty payments, inbound and outbound loans, and commodity transactions.
Transfer pricing examines transactions between related entities and whether the prices used comply with applicable tax rules. Such questions can become particularly complex when multinational businesses operate across several jurisdictions.
Navin also authored Information Exchange and Tax Transparency: Tackling Global Tax Evasion and Avoidance, published by LexisNexis India in 2017. The book addresses international tax information exchange and the legal and institutional mechanisms used to tackle offshore tax evasion and avoidance.
The Move to the Enforcement Directorate
In November 2019, Navin joined the ED as an Officer on Special Duty, drawing on his international taxation experience for India’s FATF mutual evaluation. The assessment, originally scheduled for 2020, was deferred because of the COVID-19 pandemic.
He became Special Director at the ED headquarters in November 2020. His responsibilities included coordinating money-laundering investigations across the country, overseeing international cooperation and treaty-based asset recovery, and handling key administrative, establishment and vigilance functions.
The move brought his earlier experience in international financial cooperation into an agency responsible for enforcing laws relating to money laundering and foreign exchange management.
From In-Charge Director to Agency Chief
Navin assumed charge as Director (In-Charge) on September 15, 2023. On August 14, 2024, he was appointed full-time Director of Enforcement.
The position places him at the head of an agency that investigates suspected money laundering under the Prevention of Money Laundering Act and offences under the Fugitive Economic Offenders Act, while also enforcing civil provisions under the Foreign Exchange Management Act.
In this role, the distinction between an allegation, an investigation, a prosecution and a judicial finding remains fundamental. The ED’s work involves investigative teams, legal procedures and court oversight; the agency’s actions and outcomes must be assessed on their own records.
A Career at the Intersection of Tax and Law
Navin’s professional record connects three areas of public administration: direct taxation, international exchange of financial information and financial-crime investigation.
His earlier assignments involved tax policy, offshore transactions and transfer-pricing audits. His work in the Foreign Tax and Tax Research Division brought him into international cooperation, while his subsequent ED roles placed him within the machinery responsible for investigating suspected financial wrongdoing.
With his tenure extended into August 2027, Navin continues to lead an agency whose work carries significant financial and legal consequences.
His documented career is, above all, the story of a tax specialist who moved from examining cross-border financial arrangements to heading India’s central financial-investigation agency.
