New Delhi: The Appointments Committee of the Cabinet (ACC) has approved two significant personnel decisions involving scientific and engineering services. These include the promotion of 107 Scientists, Engineers and Professors in the Department of Space to higher grades and the empanelment of two officers for promotion to the Higher Administrative Grade (HAG) in the Central Water Engineering Service.
The decisions were announced in information notes issued on Wednesday, October 7, 2026.
ACC Approves Promotion of 107 Scientists, Engineers and Professors in Department of Space
The ACC has approved the promotion of 107 Scientists, Engineers and Professors in the Department of Space to higher grades, covering three levels of advancement.
According to the information note, 78 Scientists, Engineers and Professors have been approved for promotion from the grade of Scientist ‘SG’/Professor to Scientist ‘G’/Senior Professor.
In another set of promotions, 26 Scientists and Engineers have been approved for elevation from Scientist ‘G’ to the grade of Outstanding Scientist.
Additionally, three Scientists have been promoted from the grade of Outstanding Scientist to Distinguished Scientist.
The promotions cover the progression of personnel across these scientific and academic grades within the Department of Space.

- 78 promotions: Scientist ‘SG’/Professor to Scientist ‘G’/Senior Professor
- 26 promotions: Scientist ‘G’ to Outstanding Scientist

ACC Empanels Two Officers for HAG in Central Water Engineering Service
In a separate decision, the ACC has approved the empanelment of two officers for promotion to the Higher Administrative Grade (HAG), Level 15 of the Pay Matrix, in the Central Water Engineering Service (Group ‘A’).
The empanelment is for the panel year 2026. The decision concerns the next level of seniority and responsibility within the Central Water Engineering Service.
