New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the appointment of six 1995-batch Indian Police Service (IPS) officers to senior positions in the Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF) and Intelligence Bureau (IB).
According to an order issued on September 3, 2026, the appointments include five officers as Special Directors General (Special DGs) in the CRPF, BSF and CISF, while Jag Mohan has been appointed as Special Director, Intelligence Bureau (IB).
Sandeep Khirwar Appointed Special DG, CRPF
Sandeep Khirwar (IPS: 1995: HY), currently serving as Additional Director General (ADG), CRPF, has been appointed Special Director General, CRPF, in Level-16 of the Pay Matrix.
His appointment will take effect from the date of assumption of charge and will continue until:
- His superannuation on May 31, 2033, or
- Until further orders,
whichever is earlier.

Puneet Rastogi Appointed Special DG, BSF
Puneet Rastogi (IPS: 1995: TR), presently ADG, BSF, has been appointed Special Director General, BSF, in Level-16 of the Pay Matrix.
He will hold the position from the date of assumption of charge until his superannuation on June 30, 2030, or until further orders, whichever is earlier.
Satish Khandare Appointed Special DG, BSF
Satish Shriramaji Khandare (IPS: 1995: AGMUT), currently serving as ADG, BSF, has also been appointed Special Director General, BSF, in Level-16.
His appointment involves the restoration of a temporarily downgraded Special DG post in the force.
He will continue in the position until his superannuation on June 30, 2031, or until further orders, whichever is earlier.
Padmakar Ranipse Appointed Special DG, CISF
Padmakar S Ranipse (IPS: 1995: OD), currently ADG, CISF, has been appointed Special Director General, CISF, in Level-16.
The appointment has been made on an in-situ basis by temporarily upgrading the post held by her.
She will hold the upgraded post until her superannuation on May 31, 2028, or until further orders, whichever is earlier.
Rajesh Kumar Appointed Special DG, CRPF
Rajesh Kumar (IPS: 1995: AGMUT), presently serving as ADG, CRPF, has been appointed Special Director General, CRPF, in Level-16.
The appointment has been made on an in-situ basis through temporary upgradation of his existing post.
His tenure will be for two years from the date of assumption of charge, or until further orders, whichever is earlier.
Jag Mohan Appointed Special Director in IB
Jag Mohan (IPS: 1995: BH), currently serving as Additional Director, Intelligence Bureau, has been appointed Special Director, IB, in Level-16 of the Pay Matrix.
His appointment will take effect from the date of assumption of charge and will continue until his superannuation on June 30, 2031, or until further orders, whichever is earlier.

The ACC-approved appointments cover senior positions across India’s key central security and intelligence organisations:
- Sandeep Khirwar — Special DG, CRPF
- Puneet Rastogi — Special DG, BSF
- Satish Shriramaji Khandare — Special DG, BSF
- Padmakar S Ranipse — Special DG, CISF
- Rajesh Kumar — Special DG, CRPF

The appointments place experienced 1995-batch IPS officers in senior leadership roles across the country’s major central armed police and intelligence organisations.
