ACC Approves Key IAS Assignments: M Angamuthu Gets Cochin Port Additional Charge, Shah Faesal Tenure Extended

The ACC has approved additional charges for IAS officers M Angamuthu and P Hemalatha, while extending Shah Faesal’s central deputation in the Ministry of Culture until September 2028.

New Delhi: The Appointments Committee of the Cabinet (ACC) has approved additional responsibilities for senior IAS officers and extended the central deputation tenure of Shah Faesal, as part of a series of administrative decisions issued on August 19, 2026.

M Angamuthu Gets Additional Charge Of Cochin Port Authority

M Angamuthu (IAS: 2002, Assam-Meghalaya cadre), currently serving as Chairperson, Mumbai Port Authority, has been given additional charge of Chairperson, Cochin Port Authority, at the Joint Secretary level.

According to an order issued by the Department of Personnel and Training (DoPT) on Wednesday, the ACC approved the proposal of the Ministry of Ports, Shipping and Waterways to entrust the additional charge to Angamuthu.

The additional charge will be for a period of six months with effect from June 20, 2026, or until the appointment of a regular incumbent, or until further orders, whichever is earlier.

Angamuthu will therefore continue to hold his existing responsibilities as Chairperson of the Mumbai Port Authority while also overseeing the Cochin Port Authority under the additional arrangement.

P Hemalatha Gets Additional Charge Of MPEDA Chairman

In another decision, P Hemalatha (IAS: 2000, Kerala cadre), Development Commissioner, SEZ Cochin, has been given additional charge as Chairman, Marine Products Export Development Authority (MPEDA) at the Joint Secretary level.

The ACC approved the proposal of the Department of Commerce for entrusting the additional charge to Hemalatha.

The approval has been given ex-post facto for the period from March 18, 2026, to May 24, 2026.

The arrangement covers the period during which Hemalatha held the additional responsibility of the key export promotion authority.

MPEDA functions under the Department of Commerce and is responsible for promoting the development and export of marine products from India.

Shah Faesal’s Central Deputation Extended Till 2028

The ACC has also approved the extension of the central deputation tenure of Shah Faesal (IAS: 2010, AGMUT cadre).

Faesal, who is currently serving as Deputy Secretary in the Ministry of Culture, will continue in the position for another two years beyond September 18, 2026.

According to the DoPT order, the ACC approved the proposal of the Ministry of Culture to extend his deputation up to September 18, 2028, or until further orders, whichever is earlier.

Faesal has been serving as Deputy Secretary in the Ministry of Culture since September 18, 2022.

His existing four-year central deputation was scheduled to end on September 18, 2026.

Shah Faesal’s Return To IAS Service

Shah Faesal’s current assignment in the Ministry of Culture is notable as it was his first posting after his resignation from the IAS was withdrawn and he was reinstated into service in April 2022.

His deputation in the Ministry of Culture began in September 2022, several months after his reinstatement.

With the latest ACC approval, Faesal will now continue in the Ministry of Culture for another two years, subject to the terms of the order and until September 18, 2028, unless an earlier change is ordered.

Three IAS Officers Get Key Administrative Decisions

The latest ACC decisions cover three different types of administrative arrangements involving senior IAS officers.

While M Angamuthu has been entrusted with an additional charge at another major port authority, P Hemalatha has been given ex-post facto approval for an additional charge at MPEDA.

Meanwhile, Shah Faesal has received a two-year extension of his central deputation in the Ministry of Culture.

The decisions ensure continuity in the functioning of key organisations under the Ministry of Ports, Shipping and Waterways, Department of Commerce and Ministry of Culture.
