New Delhi/Bhopal: In a series of important administrative decisions, the Centre and state governments have announced significant postings involving senior officers from the Indian Railway Personnel Service (IRPS) and Indian Administrative Service (IAS).
In the key development, Anand Madhukar, an IRPS officer serving as Additional Director General in the Archaeological Survey of India (ASI), has been prematurely repatriated to his parent cadre. Meanwhile, Madhya Pradesh IAS officer Arvind Kumar Dubey has been given additional charge as Director of Public Relations, and Haryana cadre IAS officer Prashant Panwar has been appointed as Deputy Secretary in the Union Ministry of Coal.
Anand Madhukar Repatriated from Archaeological Survey of India
Anand Madhukar (IRPS:1997), currently serving as Additional Director General (ADG) in the Archaeological Survey of India, has been prematurely repatriated to his parent cadre.
According to an order issued by the Department of Personnel and Training on May 8, 2026, the competent authority approved a proposal from the Ministry of Culture to send him back to his cadre so that he can avail the benefit of promotion.
Madhukar had assumed charge as ADG in March 2024. His central deputation was originally scheduled to continue until March 2029, but the tenure has been cut short to facilitate his promotion in the parent cadre.
He belongs to the 1997 batch of the Indian Railway Personnel Service.
Arvind Kumar Dubey Given Addl Charge of Director, Public Relations in MP
Arvind Kumar Dubey, Additional Secretary to the Chief Minister of Madhya Pradesh, has been assigned the additional charge of Director, Public Relations, Bhopal.
Dubey is a 2012-batch IAS officer and is currently serving in the Chief Minister’s Office in Madhya Pradesh. The new assignment places him in charge of the state’s public communication and media outreach functions in addition to his existing responsibilities.
IAS Prashant Panwar Appointed Deputy Secy in Coal Ministry
The Government of Haryana has placed the services of Prashant Panwar (IAS:2015) at the disposal of the Central Government.
Panwar has been appointed as Deputy Secretary in the Ministry of Coal.
At present, he is serving as Director and Special Secretary in the Department of Social Justice, Empowerment, Scheduled Castes and Backward Classes Welfare and Antyodaya (SEWA), Haryana.
He was also holding multiple important assignments, including:
- Mission Director, Mukhyamantri Antyodaya Parivar Utthan Yojana
- Chief Executive Officer, Haryana Parivar Pehchan Authority
- Special Secretary, Citizen Resources Information Department (CRID)
His appointment to the Union Ministry marks a significant move from the state administration to the central government.

These appointments and repatriations reflect the continuing movement of experienced officers across the Centre and states to meet evolving administrative priorities.
While Anand Madhukar’s early return to his cadre is aimed at enabling his promotion, Arvind Kumar Dubey’s additional assignment strengthens the communication machinery of the Madhya Pradesh government.
