Vijaywada: In a minor but significant administrative reshuffle, the Government of Andhra Pradesh on Friday issued transfer and posting orders for five IAS officers, bringing changes across key departments including urban development, civil supplies, agriculture, district administration, and education.

The reshuffle affects senior and mid-level officers holding important assignments in the state administration, with major attention on the transfer of K. Kanna Babu from the Capital Region Development Authority and the appointment of V. Vijay Rama Raju as the new Commissioner of the Capital Region Development Authority (CRDA).

The move is being viewed as part of the state government’s continuing effort to strengthen administrative efficiency in core governance sectors.

K. Kanna Babu Shifted from CRDA to Civil Supplies Department

Senior IAS officer K. Kanna Babu, who was serving as Commissioner of the Capital Region Development Authority, has been transferred and posted as Commissioner of Civil Supplies.

Along with this assignment, he has also been given the responsibility of Ex-Officio Secretary in the Consumer Affairs, Food and Civil Supplies Department.

His new role places him in charge of one of the most sensitive public distribution and food management systems in the state, especially at a time when supply chain monitoring and welfare delivery remain crucial administrative priorities.

V. Vijay Rama Raju Appointed New CRDA Commissioner

V. Vijay Rama Raju, currently serving as Director of School Education, has been appointed as the new Commissioner of the Capital Region Development Authority.

A 2012-batch IAS officer of the Andhra Pradesh cadre, Vijay Rama Raju has handled several important assignments during his career and is considered an officer with strong field and departmental experience.

His appointment gains significance because CRDA remains central to Andhra Pradesh’s long-term capital region planning, infrastructure development, and urban expansion strategy.

Early Career and Administrative Journey of V. Vijay Rama Raju

The first posting of V. Vijay Rama Raju as an IAS officer was as Assistant Collector of Mahabubnagar in 2014.

Since then, he has served in multiple administrative capacities within Andhra Pradesh and built experience across developmental and governance sectors.

His move from School Education to CRDA indicates the government’s confidence in his ability to handle a strategically important institution linked to capital region growth.

M. Vijaya Suneetha Posted as Collector of Markapuram District

IAS officer M. Vijaya Suneetha, who was serving as Director of Agriculture and Marketing, has been transferred and appointed as Collector of Markapuram.

Her posting as district collector is important because district administration remains one of the most crucial executive assignments for IAS officers, involving direct supervision of revenue administration, development projects, welfare delivery, and law-and-order coordination.

Her experience in agriculture and marketing is expected to support district-level developmental administration, especially in rural and agrarian sectors.

Kothamasu Dinesh Kumar Appointed Collector of Polavaram District

Kothamasu Dinesh Kumar, who has been serving as Director of AYUSH, has been transferred and posted as Collector of Polavaram.

The posting carries significance as Polavaram remains a strategically important district because of the larger administrative and developmental relevance attached to the region, particularly due to irrigation, rehabilitation, and project-linked governance requirements.

His movement from the AYUSH department to district administration reflects the government’s emphasis on placing experienced officers in field assignments.

Additional Charge for Pattanshetti Ravi Subash

Pattanshetti Ravi Subash, currently serving as Secretary of the Andhra Pradesh Public Service Commission, has been entrusted with full additional charge as Director of Agriculture and Marketing.

This additional responsibility comes following the transfer of M. Vijaya Suneetha.

Holding dual responsibility in APPSC and Agriculture & Marketing indicates temporary administrative balancing until a full-time appointment is made.

Administrative Significance of the Reshuffle

Though described as a minor reshuffle, the transfers touch several strategically important sectors:

• Urban capital development

• Public distribution and civil supplies

• School education

• Agriculture and marketing

• District administration

The transfer of officers into district collector roles and high-level departmental assignments suggests that the government is recalibrating field administration and departmental leadership simultaneously.

CRDA Appointment Draws Maximum Attention

Among all transfers, the appointment of V. Vijay Rama Raju as CRDA Commissioner is being seen as the most closely watched development.

The Capital Region Development Authority remains one of the most politically and administratively important institutions in Andhra Pradesh because of its role in capital infrastructure planning.

Any leadership change at CRDA often carries long-term implications for land development, infrastructure execution, and urban governance.

District-Level Governance Strengthened Through New Collector Appointments

The appointments of M. Vijaya Suneetha and Kothamasu Dinesh Kumar as district collectors indicate renewed focus on district administration.

Collectors remain central to implementation of:

• Welfare schemes

• Revenue administration

• Development monitoring

• Inter-departmental coordination

The state often uses such transfers to align district leadership with evolving policy priorities.
