Assam Transfers 24 IAS & ACS Officers in Major Bureaucratic Reshuffle; Deba Prasad Misra and Dr Om Prakash Get Key Secretary Roles

Guwahati: The Assam government on Wednesday carried out a major administrative reshuffle, transferring and reassigning a large number of IAS and Assam Civil Service (ACS) officers across key departments, state institutions and district administrations.

The changes, notified by the Department of Personnel, affect several senior bureaucrats, district commissioners and secretariat officials. The government stated that the transfers have been made in the interest of public service and will take effect immediately.

Syedain Abbasi Gets Additional Charge of Irrigation Department

Senior IAS officer Syedain Abbasi, currently serving as Special Chief Secretary of the Public Health Engineering and Water Resources Departments, has been relieved of the additional charge of the Housing and Urban Affairs Department.

He has now been entrusted with the additional responsibility of Special Chief Secretary, Irrigation Department.

Dr Om Prakash Given Key Secretary-Level Responsibilities

IAS officer Dr Om Prakash, who currently serves as Managing Director of the Samagra Shiksha Axom Mission, has been appointed Commissioner and Secretary to the Government of Assam in the:

  • Environment & Forest Department
  • Skill, Employment & Entrepreneurship Department

The appointment places him in charge of two important sectors linked to sustainable development and workforce growth.

District Commissioners Shifted to Secretariat Roles

Several serving District Commissioners have been moved to key positions in the state secretariat.

Deba Prasad Misra

Deba Prasad Misra, 2011 batch IAS officer and District Commissioner of Hojai, has been appointed Secretary, Home and Political Department.

Madhu Sudan Nath

Madhu Sudan Nath, District Commissioner of Chirang, has been posted as Secretary, Agriculture Department.

Megha Nidhi Dahal

Megha Nidhi Dahal, District Commissioner of Dhubri, has been transferred as Secretary, Finance Department.

In addition, he has been given the additional charge of Managing Director, Assam Industrial Development Corporation (AIDC).

Rohan Kumar Jha

Rohan Kumar Jha, District Commissioner of Barpeta, has been appointed:

  • Secretary, Barak Valley Development Department
  • Project Director, Assam Resilient Rural Bridge Programme

Changes in Finance and Industrial Development Administration

Hivare Nisarg Gautam

Hivare Nisarg Gautam, Secretary in the Chief Minister’s Office, has been relieved of the additional charge of Managing Director, AIDC.

He has now been assigned the additional responsibility of Secretary, Finance Department.

New Assignments for District Commissioners

Aayush Garg

Aayush Garg, District Commissioner of Cachar, has been appointed Managing Director, Samagra Shiksha Axom Mission.

Dibakar Nath

Dibakar Nath, District Commissioner of Bongaigaon, has been transferred as District Commissioner of Dhubri.

Rahul Kumar Gupta

Rahul Kumar Gupta, District Commissioner of South Salmara-Mankachar, has been posted as District Commissioner of Cachar.

Jay Vikas

Jay Vikas, District Commissioner of Udalguri, has been transferred as District Commissioner of Hailakandi.

Srishti Singh

Srishti Singh, District Commissioner of Majuli, has been appointed District Commissioner of Morigaon.

New District Commissioners Appointed

The reshuffle has also brought new leadership to several districts.

Parikshit Thoudam

Parikshit Thoudam, Joint Secretary in the Finance Department, has been appointed District Commissioner of South Salmara-Mankachar.

Sanjoy Dutta

ACS officer Sanjoy Dutta has been appointed District Commissioner of Hojai.

Ratul Chandra Pathak

Ratul Chandra Pathak has been posted as District Commissioner of Majuli.

Nabadeep Pathak

Nabadeep Pathak has been appointed District Commissioner of Barpeta.

Pulak Patgiri

Pulak Patgiri has been posted as District Commissioner of Udalguri.

Karabi Saikia Karan

Karabi Saikia Karan, Chief Executive Officer of the Darrang Zilla Parishad, has been appointed District Commissioner of Biswanath.

Lakhinandan Saharia

Lakhinandan Saharia, District Commissioner of Biswanath, has been transferred as District Commissioner of Bongaigaon.

Gakul Chandra Brahma

Gakul Chandra Brahma has been appointed District Commissioner of Chirang.

Morigaon DC Shifted to Industries Department

Anamika Tewari, District Commissioner of Morigaon, has been transferred as Additional Secretary, Industries, Commerce and Public Enterprises Department.

Her transfer is part of the wider administrative restructuring undertaken by the government.

Changes in State Secretariat

The reshuffle also includes several important changes within the state secretariat.

P Vijaya Bhaskar Reddy

Senior IAS officer P. Vijaya Bhaskar Reddy has been assigned the additional charge of the Welfare of Minorities and Development Department.

Aditya Vikram Yadav

Aditya Vikram Yadav has been given additional responsibility as Director of Training, Assam Administrative Staff College.

Masanda Magdalin Pertin

Masanda Magdalin Pertin has been transferred from the Home and Political Department to the Chief Minister’s Secretariat as Additional Secretary.

Focus on Administrative Efficiency

The extensive reshuffle is one of the most significant bureaucratic exercises undertaken by the Assam government in recent months.

By repositioning experienced officers across departments and districts, the government aims to strengthen governance, improve administrative efficiency and accelerate implementation of development programmes across the state.

The transfers cover critical sectors including finance, agriculture, irrigation, education, industrial development, minority welfare, forests and district administration, reflecting the government’s effort to optimize administrative resources and enhance service delivery.

With immediate effect, the newly appointed officers are expected to assume charge of their respective positions and continue the implementation of key state government initiatives.
