BCCL, JRDA and Hindalco Sign MoU to Set Up Vocational Training Centre and Textile Facility in Jharia

 The partnership under Revised Jharia Master Plan will create skill development and employment opportunities for rehabilitated families, women and youth through a modern textile manufacturing ecosystem.

New Delhi/Jharia: In a major step towards creating sustainable employment opportunities for families affected by the Revised Jharia Master Plan (JMP), Bharat Coking Coal Limited (BCCL), Jharia Rehabilitation and Development Authority (JRDA), Hindalco Industries Limited (Aditya Birla Group), and Rajdhani Universal Fabrics Pvt. Ltd. have signed a Tripartite Memorandum of Understanding (MoU).

The partnership aims to establish a Vocational Training Centre and a modern Plug-and-Play Textile Manufacturing Facility at the Jharia Rehabilitation Township and surrounding areas, supporting skill development, livelihood generation, and long-term economic growth.

Key Highlights of BCCL-JRDA-Hindalco Partnership

The major features of the collaboration include:

  • Establishment of a Vocational Training Centre at the rehabilitation township.
  • Development of a modern Plug-and-Play Textile Manufacturing Facility.
  • Skill training followed by employment opportunities in textile manufacturing.
  • Special focus on rehabilitated families, women, and youth.
  • Promotion of sustainable livelihoods under the Revised Jharia Master Plan.

The initiative is designed to ensure that rehabilitation goes beyond providing housing and creates opportunities for income generation and self-reliance.

Industrial Model to Support Jharia Rehabilitation

The project will create a structured ecosystem for skill development, manufacturing, and employment generation.

Under the initiative, beneficiaries will receive:

  • Vocational training programmes.
  • Employment opportunities in garment fabrication and manufacturing.
  • Support in distribution and sales activities.
  • Access to sustainable income sources.

The project is expected to benefit hundreds of families by improving their skills and creating stable employment opportunities, particularly for women and young people in the Jharia region.

MoUs Signed in Presence of Union Ministers

The MoUs were signed in New Delhi in the presence of:

  • Mr. G. Kishan Reddy, Hon’ble Union Minister of Coal & Mines.
  • Dr. Jitendra Singh, Hon’ble Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, PMO, Personnel, Atomic Energy and Space.
  • Mr. Satish Chandra Dubey, Hon’ble Union Minister of State for Coal & Mines.

The agreements focus on establishing a sustainable industrial model at Belgaria and nearby areas under the Revised Jharia Master Plan.

Focus on Skill Development and Employment Generation

The collaboration between public sector organisations and private industry aims to strengthen community-focused development in the Jharia region.

The initiative will promote:

  • Skill enhancement among rehabilitated communities.
  • Local employment opportunities.
  • Women empowerment through industrial participation.
  • Youth development through vocational training.
  • Economic self-reliance among displaced families.

The partnership reflects a coordinated approach where rehabilitation is linked with livelihood creation and sustainable development.

BCCL, JRDA and Industry Partners Join Hands for Jharia Development

The MoUs were signed by representatives of the participating organisations:

  • Mr. Rajiv Chopra, GM (Mining/JMP), signed on behalf of BCCL.
  • Mr. Kumar Manoj, GM (HR)/Director, Skill Development, JRDA, represented JRDA.
  • Ms. Sumita Singh, Assistant Vice President – Corporate Affairs, Aditya Birla Group, represented Hindalco Industries Limited.
  • Mr. Pravesh Kocheta, Executive Director, Rajdhani Universal Fabrics Pvt. Ltd., represented the company.

Senior officials present during the occasion included:

  • Mr. Vikram Dev Dutt, Secretary, Ministry of Coal.
  • Mr. B. Sairam, Chairman, Coal India Limited (CIL).
  • Mr. Manoj Kumar Agarwal, CMD, BCCL.
  • Mr. Sanjay Kumar Singh, Director (Technical/Operations), BCCL.
  • Mr. Rajeev Kumar Sinha, Director (Technical-P&P), BCCL.
  • Senior officials from the Ministry of Coal and BCCL.

Supporting Sustainable Livelihoods Under Revised Jharia Master Plan

The Revised Jharia Master Plan focuses on the rehabilitation and resettlement of families affected by mining-related challenges in the region.

Through this collaboration, the project aims to create a sustainable livelihood model by combining:

  • Rehabilitation support.
  • Skill development.
  • Industrial employment.
  • Community empowerment.

The initiative is expected to strengthen socio-economic development in Jharia while supporting India’s broader focus on inclusive growth.
